The Coaching of Nuclear Energy Legislationin the Radiation Facilities and Radioactive Sources in Yogyakarta

As one of the important stages in the making of legislationin the radiation facilities and radioactive sources(RFRS), on Thursday 8 October 2020 in Yogyakarta, there has been a Coachingof Legislation.This event aims to socialize the regulations that have been completed so that stakeholders know the new provisions that they must follow.

The presentation of two legislation, namely the replacement regulation of Government Regulation (PP)No. 29 of 2008 concerning Licensing of Ionizing Radiation Sources and Nuclear Materials (ratification stage) and Regulation of the Nuclear Energy Regulatory Agency No. 4 of 2020 concerning Radiation Safety in the Use of X-Ray Aircraft in Diagnostic and Interventional Radiology.

Present in thisevent, The Chairman of BAPETEN Jazi Eko Istiyanto, Deputy Chairman for Nuclear Safety Assessment Dahlia Cakrawati Sinaga, Director of RFRS Regulation Djoko Hari Nugroho and Head of Yogyakarta Provincial Health Office represented by Sub Head of Health Service.

At the beginning of the event, Djoko Hari Nugroho reported that this activity was attended by 70 participants, 20 participants attended directly to the place in Yogyakarta, and 50 others followed online via the zoom application. Participants of this coaching are license holders of utilization in the field of health, industry, and research, including from medical practitioners, radiographers, professional associations, and universities.

The Sub Head of Health Service Administration in a speech representing the Head of Yogyakarta Provincial Health Office outlined the policy of monitoring radiology services in Yogyakarta. The health office said the importance of building hospitals that meet the needs of health services, including radiology rooms.In addition, health care facilities must have permission to use tools from BAPETEN.

Meanwhile, The Chairman of BAPETEN, in his speech to open the event revealed that in a pandemic situation, maximum hotel occupancy is only 50%, which is mostly an event held by the government, "Therefore it is important to maintain health and pay attention to economic growth, by coaching on the spot to drive the wheels of the economy" he said.

The event was continued with the presentation of the final draft replacement of Government Regulation No. 29 of 2008 on Licensing of Ionizing Radiation Sources and Nuclear Materials by Dahlia Cakrawati Sinaga, and the presentation on The Regulation of the Nuclear Energy Regulatory Agency No. 4 of 2020 on Radiation Safety on the Use of X-Ray Aircraft in Diagnostic and Interventional Radiology by Djoko Hari Nugroho, moderated by the Coordinator of Radiation Protection and Environmental Safety , Aris Sanyoto.

In the discussion session, various questions emerged from the participants, including how the implementation of PP 29 of 2008 changes later, given the principle of changing the granting of permits, from those currently granted per source, changed to per facility and per activity.In the discussion was also discussed about the need to give appreciation to PPR in carrying out its duties.

The closing of the event was conducted by the Director of RFRS Regulation who confirmed that BAPETEN has a supervisory duty through the creation of laws and regulations.Currently, regulations are made to facilitate users and provide flexibility in utilizing nuclear power."This flexibility please be implemented as best as possible.
