Socialization of Regulation of the Ministry of Administrative and Bureaucratic Reform Number 20 of 2018 on the Standards for Assessing Government Agency Establishments
Kembali 03 Mei 2024 | Berita BAPETENSocialization of Regulation of the Ministry of Administrative and Bureaucratic Reform Number 20 of 2018 on the Standards for Assessing Government Agency Establishments was held on Friday, May 3, 2024, online via the Zoom Meeting Application. The Organizational Function and Governance Group was the one who started the event, attended by delegates from each BAPETEN Work Unit, including coordinators, heads of work units, and relevant staff. In addition, Lady Tiara Octavia and Okky Ardika Panjaitan, two speakers from the Ministry of Administrative and Bureaucratic Reform (Kemenpan RB), were present.
The event began with a speech from the Head of Bureau of Organisation and General Services, Dedik Eko Sumargo. This institutional evaluation is one of the Bureaucratic Reform (RB) assessments, so it must be prepared carefully, precisely, and as well as possible in order to obtain objective and optimal results. BAPETEN has an obligation to form five institutional evaluation teams. BAPETEN has three work units, namely Deputy Chairman for Licensing and Inspection, Deputy Chairman for Nuclear Safety Assessment, and Executive Secretary. Then there are two work units in BAPETEN that are directly under the Acting Chairman of BAPETEN, namely the Internal Auditors and the Education and Training Division. So BAPETEN will form an institutional team: Deputy Chairman for Licensing and Inspection Team, Deputy Chairman for Nuclear Safety Assessment Team, Executive Secretary Team, and Internal Auditors/Inspectorate Team, which will become the Institutional Evaluation Team.
On this occasion, the Head of Bureau of Organisation and General Services delivered a message to two speakers from the Kemenpan RB regarding challenges BAPETEN faces when performing institutional evaluation, which includes:
- BAPETEN does not have a ministry that oversees coordination and does not have a Chairman of BAPETEN. The Chairmanship of BAPETEN is still held by the Main Secretary, who is also the Acting Chairman of BAPETEN for approximately four years. Is there any kind of relief in this status, or can Kemenpan RB help lead the open bidding? Because it is still in the acting condition. The head of institutional evaluation concluded that BAPETEN has not been running effectively and efficiently. It is hoped that there will be a solution related to this problem.
- Letter from the Minister of State Secretary regarding the Application for Permit to Initiate the Draft of Presidential Regulation on BAPETEN, which must wait until the Inauguration of the newly elected President and Vice President. This adds to BAPETEN's obstacles because there cannot yet be a BAPETEN Head to lead. Hopefully it can be submitted to the leaders at the Ministry of Administrative and Bureaucratic Reform who are authorized to provide consultation and recommendations related to the obstacles faced by BAPETEN.
The resource person from the Ministry of Administrative and Bureaucratic Reform provided a material presentation related to the Guidelines for Institutional Evaluation of Government Agencies, which included:
- Organizational Cycle and Evaluation
- Guidelines for Institutional Evaluation of Government Agencies
- Organizational Evaluation Methods and Stages
- Level of Institutional Evaluation of Government Agencies
- Procedures, Scope, and Indicators for Institutional Evaluation
- Composite Ranking
The event was closed with a discussion with participants. The purpose of this activity is that with this socialization, BAPETEN can obtain solutions, consultations, and recommendations for the obstacles faced. And institutional evaluation can run well to obtain optimal results. (BOU/Greta/BHKK/GP)
