IAEA's Gloria Kwong Visits BAPETEN: Discusses Challenges and Solutions for Nuclear Facilities Decommissioning

Gloria Kwong, Head of the Decommissioning and Environmental Remediation Section of the International Atomic Energy Agency (IAEA), paid a courtesy visit to the Nuclear Energy Regulatory Agency (BAPETEN) in Jakarta. The visit, scheduled for 11-13 November 2024, aims to strengthen cooperation between Indonesia and the IAEA in the field of monitoring and managing nuclear facilities decommissioning. The main topics of the meeting include strengthening regulatory infrastructure and implementing international standards to ensure an effective and efficient decommissioning process, as well as ensuring safety, security, and environmental protection.

The official meeting agenda began with Gloria's courtesy call to BAPETEN's senior management. This high-level meeting reflects the strong commitment of both parties to working together to strengthen the regulatory infrastructure for decommissioning in Indonesia. In her presentation, Gloria conveyed Indonesia's various contributions within the framework of the Technical Working Group on Decommissioning and Environmental Remediation (TWG DER), the International Decommissioning Network (IDN), and several international missions to review the development of decommissioning and environmental remediation at the Fukushima Daiichi Nuclear Power Plant after the accident in 2011.

In the morning executive meeting session, the meeting focused on in-depth discussions on the following three main topics: First, regarding the decommissioning regulatory infrastructure owned by BAPETEN, which briefly explained the existing decommissioning regulatory infrastructure, including provisions in the Nuclear Power Law regarding licensing and safety requirements. BAPETEN also explained the various applicable provisions, such as decommissioning strategy options, the obligation to prepare a decommissioning program by the license holder, and the need for decommissioning considerations in the design of nuclear facilities from the start. In addition, the importance of financial guarantees for decommissioning was also discussed, which is expected to support the sustainability of the nuclear monitoring program in the future.

Second, IAEA activities in supporting member states related to decommissioning. In this regard, Gloria expressed IAEA's appreciation for the progress achieved by Indonesia and highlighted several IAEA initiatives to support member states in strategic, organizational, managerial, and technological aspects of the decommissioning process. One of the flagship programs presented was the Coordinated Research Project (CRP) entitled "Deployment of Innovative Digital Technologies for Efficient Decommissioning of Nuclear Facilities" (DEDICATE). Through this project, the IAEA hopes to utilize the latest digital technology to support efficiency and security in the decommissioning process while facilitating international cooperation among member states.

Third, discussion of problem identification and potential solutions. Both parties discussed various challenges faced by Indonesia in implementing decommissioning, such as the need to increase human resource capacity, prepare financial guarantees, and develop radioactive waste management infrastructure that is almost full. The discussion resulted in several potential solutions, including increased collaboration in research, development of more comprehensive technical regulations, and the establishment of a forum or community of decommissioning practitioners in Indonesia to accelerate the transfer of knowledge and technology among stakeholders.

BAPETEN expressed great hope that this visit could open up opportunities for closer cooperation with the IAEA in various initiatives, including coordinated research projects, technical projects, and capacity building through human resource development programs. With continued support from the IAEA, Indonesia is optimistic that it can face the increasingly complex challenges of decommissioning nuclear facilities, as well as ensuring that international safety standards can continue to be applied at every stage of the decommissioning process in the country.

Then, in the afternoon session, Gloria discussed decommissioning with the heads of work units and senior staff at BAPETEN related to decommissioning. On this occasion, Anggoro Septilarso delivered a more detailed presentation on the decommissioning supervision infrastructure and the general status of national decommissioning activities. Gloria also delivered a presentation on various IAEA activities for decommissioning and environmental remediation. This presentation opened up a discussion on various possibilities for technical cooperation between BAPETEN and the IAEA in the future.

On the second day, November 12, 2024, Gloria is scheduled to have a discussion with BRIN and BAPETEN to discuss the decommissioning activities planned by BRIN for the coming years. On the last day, November 13, 2024, Gloria is scheduled to visit the BJ. Habibie Science and Technology Area in Serpong to see various BRIN facilities related to decommissioning, such as the Radioactive Waste Management Installation, Multipurpose Reactor, and former radioisotope and nuclear fuel production facilities. This field discussion is expected to provide a clearer picture of the cooperation that can be developed between Indonesia and the IAEA in the field of decommissioning.
