Guidance on Legislation on Radiation Facilities and Radioactive Materials to Stakeholders of Irradiator Users with Ionizing Radiation Generators

The Directorate of Regulation of Radiation Facilities and Radioactive Materials (DP2FRZR), Nuclear Energy Regulatory Agency (BAPETEN), held an online Guidance on Legislation in the Field of Radiation Facilities and Radioactive Materials for stakeholders on October 10, 2024, and it was attended by 91 participants, especially for users of irradiators with ionizing radiation generators. This activity is part of the implementation of the Thematic Bureaucratic Reform for Poverty Alleviation at BAPETEN.

The National Research and Innovation Agency (BRIN), BAPETEN, and other relevant parties will use this activity as a means of coordination, communication, and dissemination to make sure that each worker at the irradiator facility possesses the skills and qualifications required by the relevant laws and regulations. Because irradiated Indonesian products can increase in value, it is envisaged that the irradiator business would continue to grow and indirectly raise the economic standing of the Indonesian people.

The Director of DP2FRZR, Mukhlisin, officially opened the event, stating that the government is constantly working to streamline the bureaucratic process in addition to providing updates on licensing-related rules and laws. Through this activity, BAPETEN also hopes to gather feedback on the challenges and limitations business actors face when applying for licenses to operate irradiators in order to streamline licensing requirements.

"Irradiators are used to improve the quality of agricultural, fishery, and other products so that they can boost people's income and support poverty alleviation, including improving the export-import balance, which will indirectly have a positive impact on the standard of living of the Indonesian people," he stated.

To guarantee the availability of personnel for irradiator facilities, institutions must coordinate and cooperate, particularly with BRIN, business stakeholders, employment training institutions, professional certification institutions, and other relevant parties.

The event continued with a presentation by Chrisantus Aristo WD from DP2FRZR BAPETEN regarding the Provisions of Legislation and Regulations concerning Personnel at Irradiator Facilities. It was conveyed that the background of this activity was the emergence of issues related to the difficulty of fulfilling irradiator utilization permits due to limited training and certification of irradiator personnel's work competencies, especially for skilled personnel including operators, maintenance officers, and dosimetry officers. In his presentation, he also conveyed matters related to personnel requirements at irradiator facilities, the duties and responsibilities of each personnel, and work permit provisions for each irradiator personnel, including training, competency certification, and work permits as regulated in BAPETEN's Chairman Regulation Number 16 of 2014.

The second presentation was delivered by Pramaning Tri Hastari from the DPK BRIN (Directorate of Competency Development, National Research and Innovation Agency) regarding the implementation of Irradiator Officer Training. Pramaning conveyed matters related to the experience of organizing irradiator personnel training by the BRIN Education and Training Center, the status of irradiator training (2021 - present), and training materials presented in irradiator personnel training. It was also conveyed that the DPK BRIN encourages the development of training institutions and work certification institutions for Radiation Protection Officers (PPR) outside BRIN.

Then the third presentation was delivered by Eko Setiono Siswoto from the Directorate of Functional Position Development and Professional Development of BRIN, who delivered a presentation related to the certification status of irradiator personnel. Eko discussed the importance of irradiator personnel certification, the legal basis for implementing irradiator personnel certification, the classification of irradiator personnel expertise according to SB 002 of 2016, irradiators according to their type in irradiator personnel certification, the qualification process, irradiator personnel certification, qualification exams, certificate validity periods, extensions, and re-certification, as well as personnel certification by Professional Certification Institution (LSP) ex National Nuclear Energy Agency (BATAN) and personnel certification by LSP BRIN.

Participants were eager to share their opinions, concerns, and answers about the implementation of work certification and training for expertise officers at irradiator plants during the discussion session. The training schedule, the minimal number of participants, the attempts to expedite expertise officer training services, the amount of training costs, and the training program for expertise officers at irradiator facilities were among the subjects covered.
