Field Visit to RSUD dr. Adhyatma, MPH, for Preparing the Urgent Manuscript of the BAPETEN Draft Regulation Regarding the Decommissioning of Radiation Facilities

In order to prepare the urgent manuscript of the BAPETEN draft regulation regarding the decommissioning of radiation facilities, BAPETEN conducted a field visit to Regional Public Hospital (RSUD) dr. Adhyatma, MPH, Central Java Province, on Thursday, August 1, 2024. This activity aims to prepare the urgent manuscript of the BAPETEN Draft Regulation in lieu of the Decree of the BAPETEN Chairman No. 07-P/Ka-Bapeten/I-02 concerning guidelines for the decommissioning of medical facilities, research, industry, and non-reactor nuclear installations.

This activity was opened by Erlina as the deputy director of services at the RSUD, who said that the RSUD has had a radiotherapy service since 2017, namely the cobalt teletherapy service. This service is recognized as very risky due to the hazards of ionizing radiation, including those related to the management of its radioactive waste. He warmly welcomed the field visit from the BAPETEN team in the framework of compiling the Raperba regarding the decommissioning of this radiation facility. "I really hope that in this activity we can also discuss together so that the rules set by BAPETEN can be implemented. We plan to replace this telecobalt with a linac in the future," he added.

Director of Regulation of Radiation Facilities and Radioactive Materials (DP2FRZR) BAPETEN, Mukhlisin, in his opening remarks, said that currently BAPETEN will compile revised regulations for the decommissioning of medical facilities, research, industry, and non-reactor nuclear installations. For this reason, the drafting team conducted a field visit to see firsthand the conditions in the field and discuss with stakeholders. He hopes that in this activity a lot of information can be obtained through discussions with business actors. "Although internationally there are guidelines, each country certainly has its own specialties," he said.

The Director of DP2FRZR also conveyed the functions and duties of BAPETEN, which is a non-ministerial government institution that is directly responsible to the President of the Republic of Indonesia in carrying out its duties to supervise the use of nuclear energy in Indonesia. BAPETEN's duties start from drafting regulations, licensing services, and conducting inspections, which are the main pillars of BAPETEN Supervision. "We hope to get input from business actors. If later there is a replacement to the linac, radioactive waste from cobalt teletherapy must be managed properly in accordance with laws and regulations. The building for the linac must also be reanalyzed," he said. He also appreciated the compliance of RSUD dr. Adhyatma, MPH, so far with the safety and security requirements in the use of nuclear power.

The event continued with a short presentation from Soegeng Rahadhy as the head of the team drafting the revision of the Perba regarding this decommissioning. He said that BAPETEN supervises the use of ionizing radiation sources. These ionizing radiation sources consist of radioactive sources and ionizing radiation generators, where the energy emitted can be alpha, beta, gamma, neutrons, and photons. Each energy has different penetration or danger, so the handling is also different. For example, cobalt emits gamma radiation, which is a radioactive source.

The hospital represented by Elia Aditya also gave a brief presentation about the profile of the RSUD dr. Adhyatma, MPH, a class B educational general hospital. This hospital is a hospital owned by the Central Java Provincial Government and has been established since 1968. Initially, this hospital was established specifically for leprosy. In 2000, this hospital changed to a class C hospital that provided general health services. In 2003, the hospital was upgraded to a class B non-educational hospital. Then in 2012, the determination of a class B educational hospital, and in 2021 there was a change in name from Tugu Rejo to RSUD dr. Adhyatma, MPH. The hospital has received BAPETEN awards in 2021 and 2023 in the field of nuclear safety and security.

During the discussion and visit to the radiotherapy facility, both parties discussed the mechanism for disposing of cobalt sources, which will be carried out in accordance with Government Regulation No. 61 of 2013 concerning Radioactive Waste Management. Radioactive waste in the form of wrapped radioactive substances that are no longer used must be returned to the country of origin or managed at the Radioactive Waste Management Installation (IPLR). However, the option of returning to the country of origin is the main option that is encouraged to be carried out to achieve the goal of reducing radioactive waste in Indonesia so that it does not burden future generations.
