Coordination Meeting on the Dosimetry Audit Plan for Irradiator Facilities

On August 29, 2025, the Directorate of Licensing of Radiation Facilities and Radioactive Materials (DPFRZR) of the Nuclear Energy Regulatory Agency (BAPETEN) held a coordination meeting with relevant stakeholders regarding irradiator facility operations. This event marked the beginning of DPFRZR’s plan to conduct dosimetry audits for irradiator facilities in Indonesia. Through this initiative, BAPETEN wants to gather important information about irradiator facilities, such as rules, technical details, supply chains, dosimetry, staff, and safety equipment, to improve how they evaluate applications for facility licenses. Participants included government ministries and agencies, such as the National Research and Innovation Agency (BRIN), the Indonesian Quarantine Agency (Barantin), and the Indonesian Food and Drug Authority (BPOM), as well as business operators (PT Oneject Indonesia and PT Rel-ion Sterilization Services) and irradiator manufacturers (IBA Industrial Solutions and Nuctech Company Limited).

The event began with a report from the organizing committee, presented by Grace Esterina, the activity manager from the Research and Industrial Facility Licensing Function Group. This was followed by opening remarks from the Director of DPFRZR, Asep Saefulloh Hermawan. Subsequently, the Deputy Chairman for Licensing and Inspection, Zainal Arifin, provided guidance and officially opened the coordination meeting regarding preparations for the dosimetry audit of the irradiator facility.

The event proceeded with presentations by resource individuals, organized into three discussion sessions. In the first session, moderated by Grace, Kristyo Rumboko (Radiation Supervisor) presented on BAPETEN Regulation Number 3 of 2020 on Radiation Safety in the Use of Irradiators. Following this, Ratih Rahayu from Barantin presented on irradiation for phytosanitary purposes. The first discussion session continued with a presentation by Siti Maemunah from BPOM regarding the Policy on Food Irradiation.

In the second discussion session, Alfred Tew from IBA Industrial Solutions presented a topic titled "Integrated Solution for Irradiation and Sterilization." Next, Faishal, representing Nuctech Company Limited, presented on "Electron Beam Irradiation Systems for Food and Health Products Processing." Subsequently, Oky Agassy from BRIN presented on "Radiation Technology in Indonesia: Status and Challenges." The second session was moderated by Supriatno. In the third session, Nurul presented on the "Onebeam Electron Beam Irradiator Facility" from PT Oneject Indonesia, followed by Rully Aprianto, representing PT Rel-ion Sterilization Services, who spoke on "Commercial Gamma Irradiation." The final discussion session was moderated by Muttaqin Margo Nirwono.

In his closing remarks, Zainal Arifin emphasized the importance of collaboration among stakeholders, business operators, and irradiator manufacturers to enhance BAPETEN's regulatory oversight. Equipment certification and dosimetry traceability were highlighted as crucial factors for the optimal operation of irradiation facilities.

The key conclusions drawn from this coordination meeting are as follows:

1. Radiation dosimetry quality at irradiation facilities is a critical parameter for assessing facility reliability;

2. Irradiator personnel qualifications must meet radiation safety and protection criteria;

3. There is an urgent need for traceable and calibrated radiation dosimetry systems to ensure the quality of irradiated products;

4. Installation Qualification (IQ), Operational Qualification (OQ), and Performance Qualification (PQ) serve as indicators of radiation dosimetry quality for food irradiation facilities;

5. BAPETEN, in collaboration with ministries/agencies, business operators, and irradiator manufacturers, supports the establishment of an ecosystem for irradiated food products to boost Indonesia's exports; 6. Ministries and agencies with overlapping authority regarding the use of irradiator facilities shall collaborate to facilitate business operations for business actors in the food irradiation sector.
