The signing of the Memorandum of Understanding between BAPETEN and UI

The Nuclear Energy Regulatory Agency (BAPETEN) as a regulatory agency realizes the importance of cooperation with competent institutions. For this reason, BAPETEN collaborates with the University of Indonesia (UI). The Memorandum of Understanding (MoU) was signed by the Chairman of BAPETEN Prof. Jazi Eko Istiyanto M.Sc. With Rector of UI Prof. Ari Kuncoro, S.E., M.A., Ph.D. This mou contains Human Resources Development through Education and Training, Empowerment of Experts, Scientific Study / Research in Support of Nuclear Supervision, Community Service which consists of Information Dissemination and Public Consultation, Sharing of Facilities and Infrastructure in Technical Activities and Organizing Scientific Meetings.

The event began with a report from the Head of the Legal, Cooperation and Public Communication Bureau-BAPETEN Indra Gunawan who reported "Cooperation between BAPETEN and UI has been implemented since 2015. The 2015 Memorandum of Understanding was the basis for both parties to carry out various implementation activities."

"The support from the University of Indonesia in the implementation of the X-Ray Aircraft Conformity Test in several regions in Indonesia is one of the leading cooperation programs which is very beneficial for stakeholders in the nuclear sector. Based on our records, more than 50 agencies / hospitals have benefited from this program."

In his speech, the Chairman of BAPETEN Prof. Jazi Eko Istiyanto M.Sc. said, "We enthusiastically welcome that BAPETEN and UI have agreed to extend the cooperation that has been built since 2015. Cooperation between this two agencies are important, considering that BAPETEN as a Regulatory Agency requires involvement and input from academics and competent experts in various aspects that are important to assist BAPETEN in increasing supervision of the use of nuclear energy. Undoubtedly, UI has all these expertise and competencies."

"The implementation of this cooperation for the last 5 (five) years, can be said effective with considering the quality and quantity of the cooperation carried out. Since 2015 to 2019, this MoU has been implemented through several activities, namely:

  1. Faculty of Law, regarding the Study of the Law No. 10/1997 which was held on 24 April 2015 - 4 December 2015,
  2. Faculty of Mathematics and Natural Sciences, concerning Dose Constraint Study for Health Sector Officers which was held on 1 July 2015 - 30 November 2015,
  3. The Faculty of Mathematics and Natural Sciences, concerning the Implementation of X-Ray Aircraft Suitability Tests in the Eastern Indonesia and other regions in Indonesia which were held between 2015 - 2019,
  4. Energy Study of Faculty of Engineering, concerning Review and Assessment of the Implementation Report of the Site Evaluation Management System (SMET) of Non-commercial Power Reactor (RDNK) which was held on 23 February 2016 - 31 August 2016."

"In addition, BAPETEN needs UI involvement in participatory inspections to provide academic scientific assessments on certain inspection conditions and also experts in increasing the competence of inspectors, especially in the health sector. This is also an opportunity for the implementation of cooperation between BAPETEN and UI through this MoU." He said.

On this occasion, Rector of UI Prof. Ari Kuncoro, S.E., M.A., Ph.D. said, "The extension of this cooperation will generate maximum benefits for both BAPETEN and UI, and the public, especially in responding to various challenges to realize the safety and security of the use of nuclear energy in the country as a form of providing public service."

"This MoU aims to strengthen mutually supporting cooperation in improving the safety, security and safeguard of workers, public, and environment, realizing an increase of the effectiveness of nuclear control through developing human resources with education, research and public service. In the near future, BAPETEN will cooperate with FMIPA to hold an Online Seminar on Nuclear Safety which is planned to be held in November 2020," He added.

This MoU was held virtually on April 12, 2020 and was attended online by BAPETEN and UI. From UI, namely Vice Rector of Research and Innovation Prof. Dr. rer. nat. Abdul Haris, Dean of the Faculty of Nursing Agus Setiawan, S.Kp., M.N., D.N. And from BAPETEN attended by the Deputy Chairman for Nuclear Safety Assessment Dra. Dahlia Cakrawati Sinaga M.T. and Deputy Chairman for Licensing and Inspection Ir. Zainal Arifin, M.T. [BHKK/SP]
