Strengthening Nuclear Regulatory Cooperation, BAPETEN Holds Bilateral Meeting with NEA of Singapore

The Nuclear Energy Regulatory Agency of Indonesia (BAPETEN) held a strategic bilateral meeting with the National Environment Agency (NEA) of Singapore at BAPETEN headquarters in Jakarta on Tuesday, June 30, 2026. This meeting was part of a series of activities to sign a Memorandum of Understanding (MOU) on Strengthening Nuclear Regulatory Cooperation between BAPETEN of Indonesia and NEA of Singapore.

The event began with a meeting attended by Benjamin Koh, Chief Executive Officer (CEO) of NEA and Deputy Secretary (Sustainability) of the Ministry of Sustainability and the Environment (MSE) of Singapore; Ang Kok Kiat, Group Director - Radiation Protection and Nuclear Science Group of NEA; Calvin Hoo, Executive Engineer - Radiation Protection and Nuclear Science Group of NEA; and Malik Vickland, First Secretary of the Singapore Embassy in Jakarta. The delegation was welcomed by Acting Chairman of BAPETEN, Zainal Arifin, and was accompanied by the Deputy Chairman for Nuclear Safety Assessment, Haendra Subekti, and relevant BAPETEN officials, including Mukhlisin, director of Regulation of Radiation Facilities and Radioactive Materials (DP2FRZR); Wiryono, director of Nuclear Installation and Material Licensing (DPIBN); Ishak, head of Bureau of Legal Affairs, Cooperation, and Public Communications (BHKK); and Indra Gunawan, head of Bureau of Organisation and General Services (BOU).

The BAPETEN team continued with a presentation by Petit Wiringgalih, the activity manager of the Non-Reactor Nuclear Installation Assessment Function Group, Centre for the Regulatory Assessment of Nuclear Installation and Materials (P2STPIBN), who presented on the nuclear regulatory framework for Indonesia's nuclear power program and human resources development, followed by a presentation on Indonesia's radiation safety regulatory oversight by Vatimah Zahrawati, an expert radiation supervisor of the DP2FRZR.

The event also included presentations, discussions, and a question-and-answer session regarding the regulatory framework for the Nuclear Power Plant (NPP) Program in Indonesia, including human resource development and radiation safety oversight in Indonesia. This session provided a platform for both institutions to share experiences and strengthen their understanding of nuclear power oversight practices.

Following the meeting, the delegation continued with a visit to several supporting monitoring facilities, including the Indonesia - Radiation Data Monitoring System (I-RDMS), the Radiation Portal Monitor (RPM) Monitoring Station, radiation measurement instruments, medical X-ray equipment for Radiation Protection Officer (Pekerja Proteksi Radiasi or PPR) training, and the Environmental Analysis Laboratory.

Through this visit, the delegations are expected to gain an overview of BAPETEN's infrastructure, technical capabilities, and efforts in supporting nuclear energy oversight in Indonesia. The bilateral meeting concluded with the ceremonial signing of a Memorandum of Understanding (MOU) on Strengthening Nuclear Regulatory Cooperation between BAPETEN and the NEA of Singapore.
