Nuclear Safety Inspection at the TRIGA 2000 Reactor Facility Bandung (ITR2K) – BRIN
Kembali 06 Maret 2026 | Berita BAPETEN | 19 lihatAs an implementation of Article 20 of Law No. 10 of 1997 of Nuclear Energy on inspections of nuclear installations and facilities utilizing ionizing radiation, the Directorate of Inspection of Nuclear Installations and Materials (DIIBN) of the Nuclear Energy Regulatory Agency (BAPETEN) conducted a nuclear safety inspection at the TRIGA 2000 Reactor Facility Bandung (ITR2K) – National Research and Innovation Agency (BRIN), Bandung, from Monday to Friday (March 2–6, 2026).
The inspection aimed to ensure that the operation of the ITR2K facility does not pose any adverse impact on the safety of workers, the public, and the environment, as well as to ensure compliance with licensing requirements and applicable laws and regulations in the field of nuclear safety, including the established Operational Limits and Conditions (OLCs).
To optimize budget efficiency, this nuclear safety inspection was carried out in a hybrid format, where the entry and exit meetings were conducted online, combined with on-site verification and field inspections. The Head of the Inspection Team, Rizal Palapa, in his remarks during the entry meeting, outlined the inspection plan and highlighted the key focus areas of this inspection, namely operational aspects, maintenance, radiation protection, and nuclear emergency preparedness. He also presented previous inspection findings and several observations identified by the inspection team. “In addition to examining these four aspects, this inspection also aims to review the follow-up actions taken in response to previous inspection findings”, Rizal stated.
The field verification activities began with a document review process, during which the inspection team examined documents previously submitted by the facility, as well as other documents available on-site. This was followed by on-site inspections to observe the actual conditions at the facility, including conducting tests on several existing systems.
The nuclear safety inspection concluded with an online exit meeting, aimed at discussing and confirming all inspection findings and observations, including the facility’s commitment to follow up on each of them. In this inspection, a total of 17 findings were identified across all inspection aspects, along with several observations that require attention from both the facility and BRIN management. The Head of the Inspection Team expressed appreciation to the ITR2K team for their support, which enabled the inspection to proceed as planned. He also stated that the inspection results would be submitted to the Directorate of Licensing to serve as a basis for decision-making related to the ITR2K licensing process.
During the exit meeting, BRIN also presented its plans regarding the future operation of the ITR2K facility. The Director of Nuclear Facility Management (DPFK) – BRIN, Mohammad Subekti, outlined the plan for future reactor utilization, stating that DPFK has proposed the re-operation of the TRIGA 2000 reactor with power limitations, in accordance with BAPETEN’s directive. In addition to the reactor utilization plan, Subekti noted that following the integration of National Nuclear Energy Agency of Indonesia (BATAN) into BRIN, the number of internal visitors within BRIN has increased. As a result, security aspects require greater attention, not only to ensure facility protection but also to guarantee the safety of visitors in relation to potential radiation hazards in the vicinity of the ITR2K facility. Therefore, DPFK is currently considering establishing a new access control perimeter by adding fencing around the building. [BHKK/AQ]
