National Workshop on Cybersecurity in Nuclear Facilities

The current issue that occurred in Indonesia, related to the hacking of the national data center that affected most aspects of governance and business systems, has attracted the attention of all parties in realizing the importance of strong and sustainable regulations for cybersecurity. Likewise, computer security regulations are very important for the operation of nuclear facilities today. In order to achieve it, the Nuclear Energy Regulatory Agency (BAPETEN), in collaboration with the National Nuclear Security Administration-United States Department of Energy (NNSA-US DoE), held a "National Workshop on Cybersecurity in Nuclear Facilities" in Jakarta on August 21-22, 2024.

The event began with a report from the leader of the committee, Lilis Susanti Setianingsih, who reported that "The workshop will be held for two days, Wednesday and Thursday. On this occasion, two experts from the NNSA-US DoE laboratory were invited. The workshop will be attended by 17 participants from BAPETEN, the National Cyber and Crypto Agency (BSSN), the National Research and Innovation Agency (BRIN), and the Ministry of Communication and Informatics of the Republic of Indonesia (Kemkominfo)."

"Cybersecurity is an important part of strengthening nuclear security. We experienced a nuclear database system attack a few weeks ago. And that was a disaster for all of us. This reality shows the threat in society that we must guard against at every possibility: to have cybersecurity, even though the fact is that nuclear facilities are not directly connected to cyber. Cyber attacks can directly occur in facilities, as has been done in simulations at the IAEA. In the simulations that have been done, it was a combination of cyber attacks and physical attacks. This is a great moment to start designing cybersecurity regulations for nuclear facilities," he reported.

The workshop was continued with remarks by the representative of the Pacific Northwest National Laboratory of the United States Department of Energy (PNNL-US DoE), Drew Christensen, who said, "I am very pleased to be able to work with BAPETEN to share knowledge in the next few days and in the future. BAPETEN is a regulatory body trusted by Indonesia. I will share knowledge and expertise and join in order to solve the problem of cyber security programs for the industry in Indonesia."

"Cybersecurity is security that is always updated as a storage of state-owned nuclear data, as the Department of Energy in America is very focused on facilities about cybersecurity and the research that we do together. As we now know that cyber attacks are for the occurrence of 0 (zero) nuclear errors. We think it is a very important program. We are happy to be here. We are happy to participate,” he explained.

A brief welcome was added by the representative of the Idaho National Laboratory - United States Department of Energy (INL-US DoE), Bob Anderson, who said, “Although we are not formally here, we try to be open if there are questions.”

The event was opened by the head of the Education and Training Division, Ahmad Ciptadi Syuryavin, who, in his opening remarks, said, “The holding of this event shows our main commitment: to strengthen the security of nuclear and other radioactive materials. Therefore, we can assure the public that we have fulfilled national nuclear security adequately. The goal is to protect humans, property, society, and the environment from the dangerous consequences of nuclear security events.”

“Indonesia has committed to improving the nuclear security regime and has ratified or approved conventions related to nuclear security and supports the use of nuclear for peaceful purposes. Applications as one of the responsible authorities, BAPETEN is also committed to contributing to strengthening national coordination for nuclear security,” he said.

“Recently, Indonesia faced a cyber attack that resulted in the national data center being hacked, affecting most aspects of governance and business systems. This has also attracted great attention from all related organizations. From this case, we realize the importance of strong and lasting regulations for cybersecurity. Such issues may be a sign of the importance of strengthening rigid regulations. This is clear evidence that cyber threats do exist, and we need to provide adequate cybersecurity regulations for the nuclear industry,” he explained.

The 2-day event will include learning about Cybersecurity in Daily Life for Supporting the First Nuclear Power Plant in Indonesia, Cybersecurity-Informed Engineering for Safety and Security in the Nuclear Industry for Supporting the First Nuclear Power Plant in Indonesia, Draft of Indonesia Cybersecurity for Nuclear Facilities Regulation, and Tailoring Cybersecurity in Nuclear Industry Regulation for Indonesia.

It is expected that this workshop can provide a better understanding in drafting cybersecurity regulations. The workshop will provide an overview of cybersecurity regulatory requirements, an overview of specific cybersecurity needs in nuclear industry regulations, guidance on regulatory control with a focus on implementing a phased approach, and guidance on cybersecurity in nuclear and radioactive facilities.
