Meeting to Coordinate Draft of BAPETEN Regulation on Limitations on the Import and Export of Nuclear Materials, Ionizing Radiation Sources, and Consumer Goods
Kembali 11 Oktober 2024 | Berita BAPETENThe Nuclear Energy Regulatory Agency (BAPETEN), through the Directorate of Regulation of Radiation Facilities and Radioactive Materials (DP2FRZR), held a coordination meeting to discuss the results of the harmonization of the draft of BAPETEN regulation (Raperba) on Limitations on Import and Export of Consumer Goods, Ionizing Radiation Sources, and Nuclear Materials. The meeting, attended by the Directorate General of Customs and Excise (DJBC), the National Single Window Institution (LNSW), and related work units at BAPETEN, was held at the BAPETEN Office on October 11, 2024.
This meeting was held in order to follow up on the results of the harmonization attended by the Ministry of Law and Human Rights, the Cabinet Secretariat, the Directorate General of Customs and Excise (DJBC), the National Single Window Institution (LNSW), and the Ministry of Trade on October 1, 2024. As a follow-up to the results of the harmonization, discussions were held regarding pending issues between BAPETEN, DJBC, and LNSW to reach an agreement in the draft BAPETEN regulations.
In his opening remarks, Haendra Subekti, BAPETEN's Deputy Chairman for Nuclear Safety Assessment, announced that "the revision of BAPETEN's Chairman Regulation No. 2 of 2017 on the Prohibition and Limitation of Import and Export of Consumer Goods, Ionizing Radiation Sources, and Nuclear Materials improves or adjusts to export and import regulations." This marked the beginning of the coordination meeting.
This regulation will later be used by BAPETEN, through DJBC regarding border and post-border supervision, and by LNSW regarding the system. For this reason, follow-up and coordination with LNSW and DJBC are needed. So that when this BAPETEN draft regulation is ratified, it can be implemented properly and, of course, make it easier for business actors in implementing the export and import of consumer goods, ionizing radiation sources, and nuclear materials," he intended.
The speech was continued by the Deputy Chairman for Licensing and Inspection of BAPETEN, Zainal Arifin, in his speech, conveying, "The interests related to nuclear exports and imports are not only Indonesia, but also the International Atomic Energy Agency (IAEA) and the supplier and recipient supervisory bodies. In March 2023, Zainal, as the point of contact from Indonesia, led the export-import session between countries at IAEA."
"At the session, it was agreed by each country that the notification of the Code of Conduct for exports and imports would be enforced. As the point of contact, Zainal is responsible for goods entering Indonesia. In addition to having a permit, there must be an approval for the export and import of radioactive materials because they are hazardous materials, so they need to be monitored from entering the country to the final handling of the radioactive materials," he explained.
The event continued with a brief presentation related to the results of the harmonization meeting of the Raperba Lartas, which was held on October 1, 2024 (pending issue of harmonization results), temporary import schemes, and temporary export schemes by the Director of Regulation of Radiation Facilities and Radioactive Materials BAPETEN Mukhlisin.
The topics of discussion are regulations related to data elements for import approval and export approval, import permits and approvals and/or export approvals (which apply to free trade areas and free ports, special economic zones, and bonded zones), goods that are re-imported and temporary imports, exports where there are no restrictions on the concept of supervision—not restrictions but only notifications, temporary import schemes, and temporary export schemes.
