The Government of Indonesia, together with the Governments of the United States and Japan, officially launched the Foundational Infrastructure for Responsible Use of Small Modular Reactor Technology (FIRST) 2 Day Workshop on SMR Deployment Considerations for Indonesia on March 3–4, 2026, followed by a dedicated regulators-only group discussion session on March 5, 2026. This event marks an important milestone in strengthening trilateral cooperation to support Indonesia’s preparedness for the development of Nuclear Power Plants (NPPs), particularly Small Modular Reactor (SMR) technology.

The workshop was designed to comprehensively address policy and regulatory aspects, human resource development, supply chain readiness, and stakeholder engagement in supporting the implementation of SMRs in Indonesia. The opening session was attended by senior diplomatic officials, including Chargé d’Affaires of the U.S. Embassy in Indonesia, H.E. Peter M. Haymond, and Chargé d’Affaires of the Embassy of Japan, H.E. Mitsuru Myochin. Representing the U.S. Department of State, J.J. Henkin emphasized that the workshop serves as a follow-up to the prior agreement reached between Indonesia and the United States in Washington, D.C., to collaborate on SMR development in partnership with Japan.

In his remarks, the Secretary-General of the National Energy Council (DEN), Dadan Kusdiana, underscored the importance of energy source diversification. Indonesia remains fully committed to strengthening national energy security through a range of energy sources, including sustainable nuclear energy. Addressing national challenges, Dr. Ir. Satya Widya Yudha, M.Sc., Ph.D., representing DEN, highlighted that nuclear energy development has now been incorporated into the framework of the National Energy Policy (KEN) and the National Electricity General Plan (RUKN). He also noted that neighboring ASEAN countries have begun taking similar steps to strengthen the region’s energy mix.

Echoing these remarks, President Director of PT PLN (Persero), Darmawan Prasojo, emphasized that nuclear energy is key to achieving Net Zero Emissions (NZE) by 2060. He further stated that nuclear power plant (NPP) development has been incorporated into the Electricity Supply Business Plan (RUPTL) as part of the strategy to achieve economic growth and the 2060 NZE target. “The Earth is getting warmer,” he noted, underscoring the urgency of transitioning toward clean and low-carbon energy.

As the pillar of nuclear regulatory oversight, BAPETEN actively participated throughout the series of events. In addition to attending the workshop, the BAPETEN delegation also took part in the regulators-only group discussion held following the workshop sessions. The BAPETEN delegation was led directly by the Acting Chairman of BAPETEN, accompanied by the Deputy Chairman for Nuclear Safety Assessment (PKN), the Director of Licensing for Nuclear Installations and Materials, the Director of Inspection for Nuclear Installations and Materials, and the Director of Regulation for Nuclear Installations and Materials. Their participation aimed to ensure that nuclear safety and security aspects in Indonesia remain fully aligned with international standards.

In closing the first day of the workshop, the Acting Chairman of BAPETEN, on behalf of the Agency, expressed appreciation for the valuable exchanges that took place throughout the sessions. As a newcomer country embarking on nuclear power development, Indonesia recognizes that advancing nuclear energy requires regulatory strength, institutional discipline, and an uncompromising commitment to safety. For BAPETEN, safety, security, and safeguards are not optional they are absolute requirements. The lessons and experiences shared by partners provide important references for enhancing regulatory competence, workforce preparedness, and stakeholder engagement. Nevertheless, all approaches will be carefully adapted to Indonesia’s legal framework and national context. Indonesia will move forward responsibly, transparently, and in full alignment with its international obligations.(Iin/DIIBN)
