The hearing was opened by the Deputy Chairman of Commission XII, Sugeng Suparwoto, who presided over the session. In his opening remarks, he requested that each agency present a detailed discussion of its 2026 RKA-K/L.

During the session, each agency presented its planned programs and strategic roles for the 2026 RKA-K/L. Representing BAPETEN, the Deputy Chairman for Licensing and Inspection, Zainal Arifin, outlined priority programs, details of the 2025 budget allocation, and the proposed 2026 budget ceiling of IDR 117.7 billion.

BAPETEN’s priority programs include the licensing and inspection of nuclear energy utilization, a participatory oversight information system, the strengthening of nuclear security and preparedness, and the development of an oversight system for nuclear power plants (NPP or PLTN). Additionally, BAPETEN submitted a request for a supplementary budget for the 2026 fiscal year to bolster oversight readiness, specifically regarding nuclear power plant licensing and the development of nuclear energy regulations.

Zainal Arifin was accompanied by the Deputy Chairman for Nuclear Safety Assessment, Haendra Subekti; the Acting Head of the Bureau of Planning, Information, and Finance, Esturini Fitriyanti; the Director of Licensing of Nuclear Installation and Materials, Wiryono; the Director of Regulation of Nuclear Installation and Materials, Nur Syamsi Syam; and the Coordinator of the Program Function Group, Cahyani Wahyuning Diah.
