The meeting was held in a hybrid manner attended by the Ministry of Law and Human Rights, BAPETEN, TNI, and POLRI and also invited experts in marine law and international law as well as Professors of Legislation. On this occasion, the topic of discussion was the discussion of the substance of the authority of investigation by the Indonesian Navy and Indonesian National Police in the context of defense, security, and law enforcement and sovereignty in the sea area in a juridical perspective.

Deputy for Nuclear Safety Assessment, Haendra Subekti explained in his opening that this Draft Law has been started since 2019, the revision of the nuclear law Number 10 of 1997 concerning Nuclear is expected to be able to fulfill and answer current conditions.

Furthermore, the presentation of material by two speakers. The first presentation was delivered by Prof. Dr. Bayu Dwi Anggono, S.H., M.H. Professor of Legislation, Faculty of Law, University of Jember. Bayu presented material on the regulation of the authority of investigation in the Indonesian state administration. The second presentation was delivered by Arie Afriansyah regarding the authority of POLRI and TNI investigations in the context of defense, security and law enforcement in the sea territory of the Republic of Indonesia.

Followed by a discussion session. In the discussion, there are things that need attention, namely the decision of the Constitutional Court to provide space for investigators from other institutions other than POLRI, the process of coordinating other institutions with POLRI, the competence of TNI and POLRI does not need to be doubted.
