Focus Group Discussion on Decommissioning of Industrial and Research Facilities
Kembali 24 September 2024 | Berita BAPETENFollowing the Recommendation of Radioactive Waste Mapping Policy from Decommissioning of Industrial and Research Facilities, The Nuclear Energy Regulatory Agency (BAPETEN) through the Centre for Regulatory Assessment of Radiation Facilities and Radioactive Materials (P2STPFRZR) held a Focus Group Discussion (FGD) on Decommissioning of Industrial and Research Facilities on Tuesday, September 24, 2024 in Bandung, by inviting participants from National Research and Innovation Agency (BRIN) and BAPETEN. This FGD activity discussed BRIN research facilities that have been, are being discussed, or have the potential to be decommissioned. This FGD aims to help these facilities prepare decommissioning programs, as well as map the potential for radioactive waste arising from decommissioning activities.
The FGD event was opened by the Head of P2STPFRZR, Taruniyati Handayani. In her speech, Taruniyati said that this FGD was a follow-up discussion on radioactive waste management, especially related to decommissioning. Taruniyati also conveyed the challenges of LRA management and the importance of radioactive waste inventory from decommissioning.
Next, an introduction was given by the Chairperson of the FGD Activity, Evin Yuliati. It was conveyed that the International Atomic Energy Agency (IAEA) has issued guidelines for decommissioning activities of medical, industrial, and research facilities through GSR part 6, SSG-47, and SSG-49 in 2014, 2018, and 2019. The document needs to be a reference for revising BAPETEN regulations related to decommissioning that have been issued for a long time. The chairperson also explained the contents of the document, especially regarding the preparation of the decommissioning program. In addition, the FGD activity plan and expected results were also presented.
The activity continued with a presentation session filled with speakers from BRIN and BAPETEN. The first presentation was delivered by Afida Ikawati from the Science and Technology Area (KST or Kawasan Sains dan Teknologi) Tamansari, BRIN Bandung. Afida conveyed the potential waste from the decommissioning of radiation facilities at KST Tamansari, Bandung, namely the Laboratory for Synthesis of Labeled Compounds I and II. The presentation was continued by Wawan Susanto from the Directorate of Licensing of Radiation Facilities and Radioactive Materials (DP2FRZR), BAPETEN. Wawan explained the process of compiling the Urgent Manuscript (NU) revision of the Decree of the BAPETEN's Chairman 07P/2002 on Guidelines for Decommissioning Medical Facilities, Industry, Research, and Non-Reactor Nuclear Installations. The decree is 22 years old, so it needs to be adjusted to the latest international references and developments in science and technology in the fields of medicine, industry, and research.
The third presentation was delivered by Mahrus Salam from the KSE A. Baiquni facility, Directorate of Nuclear Power Facilities Management (DPFK) Triga Kartini, BRIN Yogyakarta. This presentation presented the experience of laboratory decommissioning, waste management during the process, and sending waste to the Radioactive Waste Treatment Plant (IPLR). From this experience, it was concluded that waste from decommissioning activities needs serious attention, not only because of the potential risk of radiation safety but also regarding the handling of the waste produced, which turned out to be quite large. The final presentation was delivered by Anggoro Septilarso from P2STPIBN, BAPETEN, regarding the decommissioning process of nuclear facilities, the use of forms for mapping rooms and components, and the identification and characterization of waste produced. The forms were used in the group discussion session.
The event was closed with a group discussion session divided into three groups, namely groups discussing the decommissioning of the PLUTHO, PCP (Pilot Conversion Plant), and ITRR Cyclotron facilities. Each group presented the results of the discussion and received responses from other participants. The discussion went effectively, resulting in a decommissioning plan for the three facilities and an estimate of the radioactive waste produced.
The FGD was closed by the Head of P2STPFRZR with the hope that BAPETEN, which has a role as an authority, expert, and the community, can implement it in a balanced manner, where this FGD is one manifestation of BAPETEN's role. The Head of P2STPFRZR also expressed his appreciation for the active role of the discussion participants so that the objectives of the FGD were achieved and hoped that the results of this FGD would be used as a basis for further activities.
