FGD Strategic Trade Management of Materials and Equipment Annex II Additional Protocol
Kembali 15 Agustus 2024 | Berita BAPETENThe Nuclear Energy Regulatory Agency (BAPETEN), through the Directorate of Inspection of Nuclear Installation and Materials (DIIBN), held a Focus Group Discussion (FGD) on Strategic Trade Management (STM) of Materials and Equipment Annex II Additional Protocol on August 15, 2024, in Jakarta. This activity is one of the activities that initiated the establishment of the STM system in Indonesia.
The background to the preparation of this STM system is to fulfill UN Security Council Resolution 1540 concerning the regulation of the proliferation of weapons of mass destruction with Chemical, Biological, Radioactive, and Nuclear (KBRN) materials so that an export control mechanism is needed for dual-use items and goods because Indonesia has signed the Non-Proliferation Treaty (NPT) and the Comprehensive Safeguards Agreement (CSA) on July 14, 1980 and the Additional Protocol Agreement on September 29, 1999 which requires Indonesia to submit a quarterly declaration on the export-import activities of special equipment (dual-use nuclear equipment and materials) according to Annex II of the Additional Protocol. The formation of this STM system needs to be prepared immediately because currently among the G-20 countries, Indonesia and Saudi Arabia have not implemented STM, while in ASEAN only Indonesia and Brunei Darussalam have not implemented STM.
The FGD was attended by several officials and staff from the Secretariat of the Directorate General of Metal, Machinery, Transportation Equipment, and Electronics Industry (ILMATE) - Ministry of Industry; the Directorate of International Security and Disarmament - Ministry of Foreign Affairs; the Directorate of Standard Development Systems and Harmonization - National Standardization Agency (BSN); and the Directorate of Industrial and Mining Product Exports - Ministry of Trade.
This activity was opened by the Deputy for Licensing and Inspection, Zainal Arifin, who said that supply changes related to nuclear need to be observed, not only in nuclear materials but also in supporting equipment, and not only from a technical aspect but also a political aspect so that the implementation of STM becomes important. Then the activity continued with the presentation of technical materials by speakers from the ministries and institutions that had been invited.
Hopefully with this FGD, the STM system in Indonesia can be formed immediately so that it can further foster world trust in the export and import of dual-purpose equipment in Indonesia and can further develop the nuclear industry in Indonesia. [DIIBN/Setiawan/BHKK/GP]
