FGD on Strengthening Governance for NPP Development Location Planning in the National Spatial Plan

The Nuclear Energy Regulatory Agency (BAPETEN) held a Focus Group Discussion (FGD) on Strengthening Governance for Nuclear Power Plant (NPP) Development Location Planning in the National Spatial Plan, held in a hybrid format on Tuesday, June 24, 2025. The FGD was attended by representatives from the National Energy Council (DEN), the Ministry of Energy and Mineral Resources (ESDM), the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), the Ministry of Maritime Affairs and Fisheries (KKP), the Ministry of Environment (KLH), the Ministry of National Development Planning/National Development Planning Agency (PPN/Bappenas), the Ministry of Agriculture (Kementan), the National Research and Innovation Agency (BRIN), the Meteorology, Climatology, and Geophysics Agency (BMKG), the Geospatial Information Agency (BIG), the Geological Agency of ESDM, universities, and other stakeholders.

This FGD aimed to align nuclear power plant (NPP) development policies, plans, and programs (KRP) with the national spatial planning system, particularly in the revision of the RTRWN (National Spatial Plan). It also communicated the planned preparation of a Strategic Environmental Assessment (KLHS) for the KRP for nuclear power plants (KRP) to ensure the sustainability and public acceptance of the KRP for nuclear power plant development. The Indonesian government, through its national energy planning documents, the National Electricity General Plan (RUKN) and the latest Electricity Supply Business Plan (RUPTL), has expressed its commitment to utilizing nuclear technology as part of the national energy mix. Both documents explicitly state the plan to build 250 MWe of nuclear power plants (NPPs) on the islands of Sumatra and Kalimantan, respectively, with a target operational date of 2034.

The event was opened by the Acting Head of BAPETEN, Sugeng Sumbarjo, followed by remarks by Agus Puji Prasetyono, a member of the Stakeholder Element of the Nuclear Energy Agency (DEN PIC). In his opening remarks, Sugeng Sumbarjo outlined three schemes for nuclear power plant development in Indonesia: domestic procurement, foreign procurement, and leasing. Agus Puji Prasetyono expressed his support and appreciation for the FGD, which strengthened synergy between institutions in supporting nuclear power plant development in accordance with their respective duties and functions.

The event continued with a presentation and discussion session moderated by Anggoro Septilarso, Activity Manager of the Non-Power Reactor Assessment Function Group and coordinator of the Strategic Environmental Assessment (KLHS) activities. This session featured five presentations presented by representatives from BAPETEN, the Ministry of Energy and Mineral Resources, the National Agency for Research and Innovation (BRIN), the Ministry of Agrarian Affairs and Spatial Planning/National Agency for National Development Planning (BSN), the Ministry of Maritime Affairs and Fisheries (KKP), and the Ministry of Agriculture.

In her presentation, Taruniyati Handayani, Head of the Centre for the Regulatory Assessment of Nuclear Installation and Materials (P2STPIBN) at BAPETEN, outlined the need for the government to determine potential nuclear power plant sites to facilitate nuclear power plant development and several policy options that can be referenced as a basis for preparing the KLHS (Economic and Environmental Impact Assessment). The second presentation was delivered by Mustaba Ari Suryoko from the Directorate of New and Renewable Energy at the Ministry of Energy and Mineral Resources (ESDM) regarding the Ministry of ESDM's efforts to oversee the formation of the Nuclear Energy Program Implementing Organization (NEPIO) through a Presidential Decree. The third presentation, concerning the criteria and data used in the process of selecting 28 potential sites, was delivered by Dedy Priambodo from BRIN. Cut Myra Sukmawati from the Ministry of Agrarian Affairs and Spatial Planning/National Natural Resources Agency (BSN), outlined the content of the RPP RTRWN.

The fifth presentation was delivered by Abdi Tunggal Priyanto, a representative from the Ministry of Marine Affairs and Fisheries. Based on considerations of marine/water areas, the Ministry of Marine Affairs and Fisheries has further screened 28 candidate locations for nuclear power plants proposed by BRIN and proposed several candidate locations for recommendation and non-recommendation, both for onshore and floating nuclear power plants. The sixth or final presentation focused on the projection of six Food Production Center Areas (KSPP, food estate) in the RPJMN & overlay maps of nuclear power plants versus agricultural areas, presented by Yenny Nurcahya from the Ministry of Agriculture. In her presentation, Yenny conveyed protected rice fields (lahan sawah yang dilindungi or LSD) in the provinces that are candidate sites for nuclear power plants based on the policy draft prepared by BRIN. The Ministry of Agriculture hopes that the determination of nuclear power plant locations will not reduce the land that has been designated as LSD.

From the presentations and discussion sessions, the FGD conclusions were formulated, read by Haendra Subekti, Deputy for Nuclear Safety Assessment. Haendra stated that BAPETEN will conduct a KLHS (Economic Survey) to provide recommendations for potential nuclear power plant (NPP) locations. He also mentioned issues and concerns from ministries and institutions, which can be used as acceptance criteria in determining the location of the nuclear power plant. One thing is certain: the location of the nuclear power plant must be accommodated in the RPP RTRWN. Therefore, synergy between ministries and institutions in supporting the RTRW for the nuclear power plant location is necessary. [P2STPIBN/Imron/BHKK/OR/Translator: GP]
