Discussion Meeting of the Inter-Ministerial Committee Team for Drafting the Presidential Regulation on the National Policy and Strategy for Radioactive Waste and Spent Nuclear Fuel Management

The Nuclear Energy Regulatory Agency (BAPETEN), through the Directorate of Regulation of Radiation Facilities and Radioactive Materials (DP2FRZR), held a hybrid meeting of the Inter-Ministerial Committee Team (PAK) for drafting the Presidential Regulation (RPerpres) on the National Policy and Strategy (Jakstranas) for Radioactive Waste (LRA) and Spent Nuclear Fuel (BBNB) Management on Monday, June 30, 2025.

The meeting began with introductory remarks delivered by the Director of DP2FRZR, Mukhlisin, who stated, "As stipulated in the Law on the 2025-2045 National Medium-Term Development Plan (RPJP), a comprehensive, safe, and secure waste management policy is required to ensure the safety, health, and security of workers and the community, as well as the protection of the environment and future generations. " This was followed by a briefing from BAPETEN's Deputy Chairman for Licensing and Inspection, Zainal Arifin, who stated that the use of radioactive materials is widespread throughout Indonesia, both in industry and healthcare. "Regarding Jakstranas, it certainly requires support from many parties. The management of LRA and BBNB is crucial, especially LRA, considering that they emerge almost daily from healthcare facilities due to the development of nuclear medicine facilities," Zainal added.

The opening remarks were continued by BAPETEN's Deputy Chairman for Nuclear Safety Assessment, Haendra Subekti, who emphasized the importance of this inter-ministerial committee meeting, ensuring a collaborative review of all issues. The International Atomic Energy Agency IAEA requires the establishment of policies, strategies, and long-term solutions for waste management. "The importance of this meeting is to obtain input from across sectors on thinking, implementation, and financing. Please provide applicable input," Haendra concluded, opening the meeting.

The PAK meeting was attended both online and in-person at the BAPETEN Building by representatives from the National Research and Innovation Agency (BRIN), the Ministry of National Development Planning/National Development Planning Agency (Bappenas), the Ministry of Environment (KLH), the Ministry of Industry (Kemenperin), the Ministry of Health (Kemenkes), the Ministry of Energy and Mineral Resources (ESDM), the Secretariat of the National Energy Council (DEN), the Ministry of State Secretary (Kemensetneg), the Ministry of Law, and relevant work units within BAPETEN.

The meeting continued with a presentation of the meeting agenda by Anet Hayani, Lead of the Drafting Team for the Jakstranas Presidential Regulation (RPPerpres), followed by a discussion related to the body and work program in the appendix to the Jakstranas RPerpres on Radioactive Waste and Spent Nuclear Fuel Management.

In his closing remarks, Haendra Subekti expressed his appreciation for the suggestions and input from all meeting participants. The team will follow up on the results of this meeting, accommodate them, and develop the substance of this presidential regulation.
