In his remarks, the Director of DP2FRZR BAPETEN, Mukhlisin, stated that the purpose of this consignment meeting was to formulate a Raperba on Business Activity Standards and/or Product/Service Standards and the Implementation of Risk-Based Business Licensing and Non-Business Licensing in the Nuclear Energy Sector as a replacement for BAPETEN Regulation No. 3 of 2021 and BAPETEN Regulation No. 1 of 2022.

This Raperba is an implementing regulation for Government Regulation (PP) No. 28 of 2025 on the Implementation of Risk-Based Business Licensing. "It is hoped that the draft BAPETEN Regulation will strengthen business licensing in the nuclear energy sector, simplify it, and provide guidance for business actors in the licensing process," Mukhlisin stated.

The Deputy Chairman for Nuclear Safety Assessment, Haendra Subekti, in his directive, stated that the Raperba is expected to be completed on target, with an invitation to business operators in October, as mandated by Government Regulation No. 28 of 2025. The draft requires thoroughness, accuracy, and focus on the substance of the regulations. The regulation, which replaces BAPETEN Regulation No. 3 of 2021 and BAPETEN Regulation No. 1 of 2022, must address existing issues and facilitate the utilization of nuclear energy without compromising radiation safety and the security of radioactive materials.

The Deputy Chairman for Licensing and Inspection, Zainal Arifin, in his directive outlined several key points to consider, including the drafting process for the BAPETEN Regulation, the readiness of the licensing Information Technology (IT) system, user outreach, internal BAPETEN outreach, licensing implementation, inspection implementation, and law enforcement implementation. "Therefore, coordination is necessary between work units and related ministries/agencies," Zainal concluded.

Nanang Triagung E.H., Lead of the Draft Regulation Team on Business Activity Standards and/or Product/Service Standards and the Implementation of Risk-Based Business Licensing and Non-Business Licensing in the Nuclear Energy Sector, presented the progress and scope of the draft regulation. Nanang also stated that this draft regulation addresses both the Radiation Facilities and Radioactive Materials (Fasilitas Radiasi dan Zat Radioaktif or FRZR) cluster and the Nuclear Installation and Materials (Instalasi dan Bahan Nuklir or IBN) cluster. Therefore, several points need to be agreed upon due to differences between the FRZR and IBN clusters that require synchronization, including definitions, legal requirements, the Service Level Agreement (SLA) formulation pattern, and more.

The discussion session presented a general view of the Raperba and discussed issues related to permit requirements, permit validity periods, supervision, clearance, the Audit Board of Indonesia (BPK)'s findings regarding non-tax state revenues (PNBP), implementation in the OSS system integrated with the Balis system, regulatory legal subjects, meaningful participation, and the harmonization process for the draft regulation.

The next agenda item was parallel discussions for the FRZR and IBN clusters. Each cluster discussed the main body and appendices of the draft BAPETEN Regulation on Business Activity Standards and/or Product/Service Standards and the Management of Risk-Based Business Licensing and Non-Business Licensing in the Nuclear Energy Sector, in accordance with their respective fields.
