BAPETEN Participates in IAEA Nuclear Emergency Response Exercise 2025

The Nuclear Energy Regulatory Agency (BAPETEN) participated in the International Atomic Energy Agency (IAEA) Nuclear Emergency Response Exercise, Convention Exercise (ConvEx)-3, on June 24 and 25, 2025. ConvEx-3 is a large-scale exercise designed to evaluate international emergency planning and response capabilities in the face of a severe nuclear or radiological emergency and lasts for 36 hours.

This 36-hour activity involved the BAPETEN Emergency Response Unit (STD) and related work units, including the Directorate of Technical Support and Nuclear Emergency Preparedness (DKKN), the Directorate of Licensing of Radiation Facilities and Radioactive Materials (DPFRZR), the Directorate of Licensing of Nuclear Installations and Materials (DPIBN), the Directorate of Inspection of Radiation Facilities and Radioactive Materials (DIFRZR), the Centre for Regulatory Assessment of Radiation Facilities and Radioactive Materials (P2STPFRZR), the Centre for Regulatory Assessment of Nuclear Installations and Materials (P2STPIBN), and the Bureau of Legal Affairs, Cooperation, and Public Communication (BHKK).

The main objectives of ConvEx-3 were to test the effectiveness of emergency communications, train STD team personnel in using the IAEA's Unified System for Information Exchange (USIE) platform, and test the provision of advice/recommendations for citizens and businesses potentially affected by a nuclear accident.

In his opening remarks, DKKN Director Judi Pramono emphasized the importance of this activity in assessing the BAPETEN STD team's readiness to deal with nuclear emergencies. "Although this is an exercise, I hope we take this seriously so we can identify shortcomings and identify areas for future improvement in emergency situations," he said.

The scenario for ConvEx-3 is an earthquake in Romania that causes the Cernavodă Nuclear Power Plant reactor to lose its cooling water. BAPETEN, as Indonesia's nuclear energy regulatory agency, closely monitors potential releases of radioactive materials into the environment and monitors radiation conditions through an environmental detector system, the Indonesia-Radiation Data Monitoring System (I-RDMS), installed along the Indonesian border.

In addition to BAPETEN, Indonesia's involvement in ConvEx-3 is also represented by the Research Center for Nuclear Safety, Metrology, and Quality Technology (PRTKMMN) and the DPL Laboratory of the National Research and Innovation Agency (BRIN), which are affiliated with the IAEA's Analytical Laboratories for the Measurement of Environmental Radioactivity (ALMERA) network. BRIN's involvement in the ConvEx-3 exercise is intended to test its capabilities in conducting gamma spectrum analysis of environmental samples (aerosol filter samples) and laboratory measurements of environmental samples and to communicate the results of these measurements and analyses at the national level.

It is expected that by participating in this activity, BAPETEN can carry on to evaluate and refine the planning and capabilities of its nuclear and radiological emergency response systems in the event of an emergency. [BHKK/Da/AQ/GP/OR/Translator: GP]
