BAPETEN Participates in Convention Exercise (ConvEx)-2g with the International Atomic Energy Agency (IAEA)

BAPETEN participated in the Convention Exercise (ConvEx)-2g with the International Atomic Energy Agency (IAEA) on Wednesday, February 19, 2025, conducted online. ConvEx-2g is a tabletop exercise designed to test public communication arrangements during nuclear or radiological emergencies. Participants in this exercise included staffs from the Nuclear Preparedness Function Group (KFKN) of the Directorate of Technical Support and Nuclear Emergency Preparedness (DKKN) and staffs from the Public Communication Function Group (KFKP) of the Bureau of Legal Affairs, Cooperation, and Public Communication (BHKK), who collaborated to complete various stages of the exercise, from monitoring and reporting incidents to delivering information to the public.

The ConvEx-2g exercise was using the USIE Exercise platform and the Responsready platform from the IAEA. The event lasted approximately 8 hours, starting at 15:16 WIB and concluding at 23:17 WIB.

The exercise scenario involved the Belgian government reporting a technical failure at the Tihange 3 Nuclear Power Plant (NPP) at approximately 07:00 local time, causing the reactor to automatically shut down at 08:00. In response, the national nuclear emergency plan of Belgium was activated, and crisis management was coordinated by the National Crisis Center under the direction of the Minister of the National Affair, in cooperation with local, regional, and international authorities. Then the Police cars, ambulances, and fire trucks were observed around the NPP area. In this scenario, BAPETEN responded by issuing its first press release regarding the incident at the Tihange 3 Nuclear Power Plant in Belgium. BAPETEN announced that it was still awaiting official confirmation from the IAEA regarding the incident.

As the scenario progressed, BAPETEN, through the Nuclear Preparedness Function Group, continued to monitor the situation based on status updates from USIE and the IAEA. BAPETEN also conducted a JRODOS simulation to predict the dispersion direction of the nuclear emergency at Tihange 3 NPP. Through the Public Communication Function Group, BAPETEN issued a second press release confirming the incident at Tihange Unit 3. The release also stated that, based on RDMS readings, the incident posed no impact on Indonesia and lastly BAPETEN’s recommendations to the Ministry of Foreign Affairs regarding Indonesian citizens in Belgium.

The ConvEx-2g exercise provides significant benefits for BAPETEN by enhancing public communication capacity during nuclear or radiological emergencies. Additionally, the exercise strengthens internal coordination between work units, tests and improves the Public Communication Guidelines for Nuclear and/or Radiological Emergencies, and reinforces cooperation with the IAEA to ensure preparedness in accordance with international standards.
