The event opened with remarks from Haendra Subekti, BAPETEN’s Deputy Chairman for Nuclear Safety Assessment, who noted that Kalimantan is a favorable location for an NPP site based on several safety criteria. The activity fulfills the mandate of Law Number 12 of 2011 on the Formation of Legislation, which guarantees public participation in the regulatory drafting process. He also emphasized that the 2025-2029 period would be crucial for BAPETEN in drafting and revising various NPP regulations, covering everything from siting, design, and construction to decommissioning to support the national policy of achieving net-zero emissions by 2060.

"BAPETEN is committed to ensuring that every regulation is drafted transparently, inclusively, and responsibly, prioritizing safety and security aspects in accordance with international standards," he stated.

The session continued with remarks from the Governor of West Kalimantan, Ria Norsan, represented by Christianus Lumano, who also officially opened the public consultation event. In the opening remarks, it was stated that this activity represents a tangible commitment to establishing regulations for nuclear safety that are transparent, participatory, and scientifically grounded. Appreciation was expressed to BAPETEN for drafting these regulations. Regulations form the foundation for constructing nuclear installations that meet the highest safety standards. Indonesia is currently undergoing an energy transition, a vital journey toward utilizing clean, sustainable, and low-carbon energy sources. Nuclear energy stands out as a strategic option, offering advantages in terms of efficiency, supply continuity, and low carbon emissions. However, it is essential to acknowledge the significant challenges regarding safety, security, and social acceptance. Site evaluation is a crucial step, as its feasibility is a key determinant of success. West Kalimantan Province holds great potential for nuclear energy development, both in terms of natural resources and regional readiness. A participatory approach that is sensitive to local values is imperative. These regulations are expected to serve as a pillar of public trust.

During the event, presentations were delivered by experts from BAPETEN and Tanjungpura University. Fery Putrawan Cusmanry, a radiation supervisor at BAPETEN, presented on the public consultation regarding the draft amendment to the BAPETEN regulation on nuclear installation site evaluation safety. The presentation outlined the proposed amendments to BAPETEN Regulation Number 4 of 2018, aiming to align the rules with advancements in modern nuclear power plant (NPP) technologies, including Small Modular Reactors (SMRs), floating NPPs, and non-water-cooled reactors. “The most significant changes in this regulation include the addition of provisions regarding climate change, hydrological hazards, and sea-level rise; adjustments to safety aspects for NPPs located in coastal or aquatic areas; and the strengthening of site evaluation management systems in accordance with new requirements. Site evaluation is a crucial stage that determines the long-term feasibility and safety of NPP construction,” explained Fery.

The session continued with a presentation on socio-cultural aspects by Netty Herawati from Tanjungpura University, an expert in site assessment and socio-cultural mapping in West Kalimantan, covering the topic of site assessment and socio-cultural mapping related to NPP construction. Netty highlighted the importance of social legitimacy (a "social license to operate") and local community acceptance regarding NPP development. Key points raised included the fact that West Kalimantan possesses high potential for NPP construction in terms of geographical conditions and social readiness. NPP development must take into account cultural aspects, local wisdom, and public risk perceptions. Public communication strategies and community participation grounded in local values are essential to bolster social support for this national clean energy project.

“The success of an NPP is measured not only by technology but also by community acceptance and the public's sense of ownership regarding this clean energy program,” emphasized Netty.

The event concluded with remarks from the Director of DP2IBN, Nur Syamsi Syam, who expressed appreciation and hopes for the continuation of the dialogue established in this forum. BAPETEN will continue its outreach efforts, engaging relevant stakeholders, including community leaders, local governments, academics, the media, and other concerned parties, in accordance with their respective roles.

This activity plays a vital role in strengthening transparency, participation, and accountability in the drafting of safety regulations for nuclear power plants in Indonesia.
