BAPETEN Holds Nuclear Power Plant Licensing Consultation for PT PLN Indonesia Power

Nuclear Energy Regulatory Agency (BAPETEN), through the Directorate of Licensing of Nuclear Installation and Materials (DPIBN), received a consultation and coordination visit from PT PLN Indonesia Power regarding preparations for site evaluation and the socialization of nuclear power plant (NPP) regulatory oversight. The meeting was held on 9 March 2026 and aimed to support preparations for the development of the first NPP in Indonesia.

The activity commenced with opening remarks and appreciation delivered by the Director of DPIBN Wiryono, for the communication and coordination that PT PLN Indonesia Power has undertaken during the preparatory stage of NPPdevelopment. Wiryono emphasized that BAPETEN, through DPIBN, is ready to support the development of NPP through coordination, collaboration, and consultation in accordance with applicable laws and regulations.

Furthermore, Wiryono stated that such support is intended to contribute to the achievement of the Electricity Supply Business Plan (RUPTL), which refers to the nuclear energy development roadmap for the 2024–2045 period. The government has set a target for the construction of NPPs with a capacity of 250 MW each. One of the locations projected for the development of an NPP is West Kalimantan. It is expected that this plan can be realized in the near future to strengthen national energy security.

During the meeting, Budhi Setiawan, Executive Vice President (EVP) of Technology Development and Asset Management at PT PLN Indonesia Power, explained that the company plans to conduct consultations related to the Site Evaluation Program (PET) and the Site Evaluation Management System (SMET) as a concrete step in addressing renewable energy challenges set by the government. Budhi also noted that, based on the RUPTL, two nuclear power plant projects will be developed by the PLN holding company, each with a capacity of 250 MWe, located in West Kalimantan and Bangka Belitung.

Meanwhile, the Acting Chairman of BAPETEN, Zainal Arifin, conveyed that a workshop had previously been conducted with partners from the United States and Japan regarding the licensing process for nuclear power plant development. This included discussions on licensing procedures at the U.S. Nuclear Regulatory Commission (USNRC). These efforts represent part of the national capacity-building initiatives to prepare for the construction of Indonesia’s first NPP.

In addition, Zainal explained that the licensing system is currently integrated with the Online Single Submission (OSS) platform. Therefore, when business entities submit a license application, the processing time will be automatically recorded and calculated within the system.

As a country preparing to develop its first NPP, Indonesia needs to strengthen regulatory, institutional, and industrial readiness. In this regard, Zainal also emphasized that the resilience of the national industry is highly dependent on strong and sustainable energy security. Therefore, through intensive coordination and consultation between the regulator and industry stakeholders, the preparatory process for nuclear power plant development in Indonesia can proceed in accordance with international standards.
