BAPETEN Facilitates the Australian Safeguards and Non-Proliferation Office (ASNO) Visit to the Kartini Reactor in Yogyakarta

BAPETEN facilitated the visit of the Australian Safeguards and Non-Proliferation Office (ASNO) to the Kartini Reactor – BRIN, located in the Ahmad Baiquni Science and Education Area, Yogyakarta. The visit took place on February 19, 2025, following a Courtesy Call and the signing of a Memorandum of Understanding (MoU) between ASNO and BAPETEN on February 18, 2025, at the BAPETEN office. In addition to facilitating the visit, the BAPETEN team also conducted a separate inspection of nuclear materials through a Pre-Physical Inventory Verification (Pre-PIV) and an additional protocol inspection within the nuclear facility.

The visit to the Kartini Reactor was attended by the Director General of ASNO Geoffrey Shaw; Assistant Director of Strategic Communications, Felicity Spurrett; Safeguards Officer of the Governance and Outreach Section, Marius Basanovic; and Bambang Nugroho from the Australian Embassy. The visit aimed to conduct a site tour and discuss potential cooperation and knowledge exchange between ASNO and BRIN. The delegation was warmly received by the Director of Nuclear Facility Management, Muhammad Subekti, who provided an overview of the history and activities of the Kartini Reactor, including collaboration on the use of the Internet Reactor Laboratory (IRL) and educational programs at the Nuclear Polytechnic in Yogyakarta.

The discussion between ASNO and BRIN resulted in several key conclusions. ASNO expressed interest in establishing research collaboration on radiation detectors for safeguards implementation. Both parties recognized the need to exchange experiences in disseminating information on nuclear energy utilization and emphasized the importance of safeguards in building trust between countries. Additionally, there was a shared interest in exchanging experiences related to the development of safeguards modules for educational purposes. ASNO also opened opportunities for training on safeguards implementation, including specialized training on Non-Destructive Assay (NDA) techniques.

After the discussion, the visit continued with a site tour to the reactor hall, followed by a visit to the Cyclotron and Irradiator Research Facility. It is expected that this visit will further strengthen the implementation of cooperation and collaboration between Indonesia and Australia, particularly in the field of safeguards, and bring mutual benefits to both parties.[DIIBN/Setiawan/BHKK/OR/TranslatorNA
