The Law Enforcement Inspection in East Java and West Java

The Nuclear Energy Regulatory Agency (BAPETEN), through the Directorate of Inspection of Radiation Facilities and Radioactive Materials (DIFRZR), conducted law enforcement inspection activities at several radiation facilities in East Java and West Java on May 20-22, 2024. Based on public reports to BAPETEN regarding the use of ionizing radiation generators (Pembangkit Radiasi Pengion or PRP) without a utilization permit from BAPETEN in East Java Province and radiation exposure exceeding normal limits at diagnostic and interventional radiology facilities in West Java.

This activity was led by Junior Inspector (Inspektur Muda) Roy Candra Primarsa and Wahyu Ramdhan as team members conducting an inspection at the Husnul Khotimah Sehat Sejahtera Clinic-Gresik Regency, where there was a Shanghai brand PRP; type: XD4-2.9/100; tube serial number: 2005. The PRP had previously had a permit, but due to obstacles from the radiology doctor (Sp. Rad), the permit was not extended. In the process, the device was inspected in 2021 and prohibited from being used (given a red sticker) by the BAPETEN Inspector, but there were indications that the x-ray machine was still being used, seen from the patient logbook records until May 2024. As an evaluation, the BAPETEN inspection team provided guidance and gave time until the end of the year (December 2024) to complete the SRP licensing.

Meanwhile, at the Dr. Achmad Nurdin Sp.P. Clinic in Gresik Regency, there is an x-ray machine brand: Indoray; model: IR-100D; tube serial number: 9281, and according to the owner's confession, the PRP has not been used because it is awaiting a permit. The BAPETEN Inspector Team provides recommendations to ensure that the SRP is used in line with regulatory standards and that it is not used without a permit.

In the law enforcement inspection in West Java led by Junior Inspector Ilham Hidayat and team members Samsu Riza and Dwi Cahyadi, BAPETEN gave a deadline until August 31, 2024 for the Diagnostic and Interventional Radiology facility at Santosa Kopo Hospital Bandung to repair the shielding in the 128-slice CT Scan Room, where excessive exposure was measured at 10.6 mSv per hour in the operator's room and 2.27 mSv per hour in the patient waiting room.

With this law enforcement inspection, it is hoped that public reports to BAPETEN will be handled promptly and properly, ensuring the creation of safe circumstances for patients, workers, and society from the harmful effects of ionizing radiation hazards.
