Strengthening Regulatory Implementation and Central Regional Collaboration, BAPETEN Conducts a Working Visit to the Investment and One Stop Integrated Services Office (DPMPTSP) of Yogyakarta Special Region Province
Kembali 14 November 2025 | Berita BAPETEN | 11 lihatAs part of the regulatory development activities on nuclear legislation related to radiation facilities and radioactive materials with stakeholders in the Yogyakarta Special Region Province, the Directorate of Regulation of Radiation Facilities and Radioactive Materials (DP2FRZR) of BAPETEN conducted a working visit to the Investment and One-Stop Integrated Services Office (DPMPTSP) of the Yogyakarta Special Region Province on November 14, 2025. This visit was carried out to strengthen collaboration with the Regional Government in the implementation of nuclear regulations on radiation facilities and radioactive materials that have been issued, namely Government Regulation Number 28 of 2025 on the Implementation of Risk-Based Business Licensing specifically for the Nuclear Sector, and the Nuclear Energy Regulatory Agency Regulation on Business Activity Standards and/or Product/Service Standards in the Implementation of Risk-Based Business Licensing for the Nuclear Sector.
In his remarks, the DPMPTSP of the Yogyakarta Special Region (DIY), represented by the Secretary of DPMPTSP, Cahyo Nur Suseta, warmly welcomed the arrival of the DP2FRZR BAPETEN team. Also in attendance were functional staff from the complaint handling team, mining division, and front-office officers of DPMPTSP DIY. In his introduction, the Director of DP2FRZR, Mukhlisin, expressed his appreciation for the warm reception from DPMPTSP. "The purpose of this activity is to strengthen coordination and harmonization in the implementation of risk based business licensing, align perspectives on the licensing procedures in the nuclear sector, identify challenges and future improvement needs, and reinforce central regional collaboration," Mukhlisin explained.
Presentation on the implementation of OSS RBA licensing and the challenges faced in the Yogyakarta Special Region (DIY) was delivered by First Expert Licensing Arranger, Nuri Hermawati. In her presentation, Nuri conveyed that DPMPTSP upholds the motto, "Providing the Best Service Is Our Commitment."
Regarding the challenges, Cahyo stated, "When regional governments are required to implement the fiktif positif mechanism without being equipped with sufficient human resources, it becomes difficult for us." On supervision, he added, "Licensing procedures have now been simplified, but field supervision remains quite challenging because business actors primarily aim to gain profit sometimes by any means. Our task is to ensure that regulations are properly followed."
The DPMPTSP DIY team used this opportunity to consult with BAPETEN regarding regulatory requirements and verification practices for licensing. They also proposed the development of a process flowchart for nuclear-related licensing, a checklist of licensing requirements, and clear explanations to assist in addressing inquiries from business operators, as well as the creation of a handbook if possible. During the visit, the BAPETEN team also took the opportunity to observe the licensing service counters at DPMPTSP DIY.
Throughout this working visit, the regulation drafting team obtained valuable insights into the services provided by DPMPTSP, the investment direction and OSS RBA data in the DIY Province, as well as the challenges in implementing risk-based business licensing at DPMPTSP DIY.
