Public Service Monitoring for Nuclear Installation Permit Holders at the TRIGA 2000 Bandung Reactor, Joint Working Area of BRIN Tamansari Bandung

The Nuclear Energy Regulatory Agency (BAPETEN), through the Directorate of Licensing of Nuclear Installation and Materials (DPIBN), conducted public service monitoring for nuclear installation permit holders at the TRIGA 2000 Reactor, Joint Working Area (KKB) of National Research and Innovation Agency (BRIN) Tamansari Bandung, on May 16, 2024. The BAPETEN team was led by Deputy Chairman for Licensing and Inspection, Zainal Arifin, who was accompanied by the Director of DPIBN Wiryono and the Licensing of Nuclear Reactor and Materials evaluator team. The BAPETEN team was welcomed by the Director of Nuclear Facility Management (DPFK) of BRIN Mohammad Subekti and his staff.

This activity was carried out with the intention of obtaining comprehensive information from the BRIN DPFK Management regarding the policy and projection in the management of the Triga 2000 Bandung reactor, including the plan to extend the permit for the TRIGA 2000 Bandung reactor. This was done so that BAPETEN could prepare itself early on regarding the provision of adequate resources to support the implementation of supervision of the use of nuclear energy both through licensing and the implementation of nuclear safety inspections.

This activity was also intended to provide considerations for the BAPETEN Leadership in issuing licensing decisions in the form of state administrative decrees.

In this activity, a BAPETEN Supervision Satisfaction Survey was also conducted in the form of a "Public Satisfaction Survey (SKM)" and an "Anti-Corruption Perception Survey (SPAK)" as a follow-up to Bureaucratic Reform in the Field of Improving the Quality of Public Services according to the needs and expectations of the community, both in terms of fulfillment and reform. Routinely, the quality of this public service is monitored and assessed by government agencies such as the Ministry of Administrative and Bureaucratic Reform and the Ombudsman, or by other parties in the form of ISO 9001:2015 Surveillance.

In the entry meeting, Director of DPFK BRIN Muhammad Subekti conveyed his welcome to the BAPETEN team at the BRIN Bandung Joint Working Area (KKB). Subekti further said, "Related to the extension of the Triga 2000 reactor permit, based on the leadership's direction, there are several options that can be done, including permit extension and decommissioning."

"For the permit extension process, the BRIN leadership directed an evaluation of the current safety progress of the reactor as seen from various factors, including earthquake factors and visual inspection factors carried out by the International Atomic Energy Agency (IAEA) in 2023, which will be integrated into the periodic maintenance program, which is expected to be carried out again in 2025 while waiting for the grant process for equipment (cameras) from the IAEA," added Subekti.

The Director of Licensing of Nuclear Installation and Materials, in his remarks, said that DPIBN had sent a reminder letter to BRIN in October 2023 regarding the extension of the Triga 2000 Bandung Reactor operating permit and what documents were needed and the deadlines that had to be met, then the existence of supporting facilities in the form of the Radioisotope and Labeled Compound Laboratory (LRSB), which in the previous permit was still included in the reactor operating permit.

Deputy for Licensing and Inspection Zainal Arifin, in his direction, said that BRIN management's commitment to safety factors was a primary concern. Zainal also emphasized the importance of the benefits that the community must obtain from the operation of the TRIGA 2000 Bandung reactor. "Public trust is the capital for the sustainability of the nuclear industry, so discussions between relevant stakeholders need to be increased," said Zainal.

Furthermore, a presentation was made on the status and plan of TRIGA 2000, including the progress of preparing the documents required for the extension of the TRIGA 2000 reactor permit; the plan to extend the reactor permit in 2027, which only covers the reactor operating permit without radioisotope facilities; as well as a presentation of the 2000 reactor licensing scheme, which provides information on several schemes that can be taken by the TRIGA 2000 reactor, including decommissioning, as well as permit extension with various requirements that must be met. The presentation event was closed by filling out a BAPETEN supervision satisfaction survey and providing anti-corruption brochures to BRIN.

The BAPETEN team followed the schedule with a field visit to the buildings holding the laboratory facilities, waste management facilities, and reactor core.
