Nuclear Energy Utilization Supervision Activities in Garut Regency
Kembali 03 November 2025 | Berita BAPETEN | 12 lihatBAPETEN, in collaboration with Commission XII of the Indonesian House of Representatives (DPR RI), conducted Nuclear Energy Utilization Supervision Activities in Garut Regency, West Java, on Monday, 3 November 2025. The activity aimed to enhance public understanding of BAPETEN’s role in ensuring that the utilization of nuclear technology is safe, secure, and beneficial for society.
The event began with remarks from BAPETEN’s Deputy for Nuclear Safety Assessment, Haendra Subekti. In his speech, he expressed appreciation to the Deputy Chair of Commission XII of the DPR RI, Donny Maryadi Oekon, for his support in strengthening nuclear oversight. The Nuclear Energy Utilization Supervision activity represents BAPETEN’s effort to expand public understanding of the benefits and risks of nuclear energy, as well as to strengthen communication among the government, legislature, and the public in maintaining the safety, security, and safeguards of nuclear utilization in Indonesia.
“Supervision activities serve as an important platform to disseminate information and build shared awareness that nuclear safety is the responsibility of us all,” he explained.
He further highlighted the potential utilization of nuclear technology across various sectors, including health, industry, agriculture, food, and clean energy. It was explained that nuclear energy can contribute to the Net Zero Emission 2060 target while also promoting innovation in agriculture and local industries, including development potential in Garut Regency to enhance the quality of local horticultural products.
“With strong oversight and good public understanding, nuclear energy can become a sustainable solution for the nation’s welfare and resilience,” he stated.
In his remarks, Donny Maryadi Oekon, stated that the nuclear energy utilization supervision activity represents a tangible form of synergy between the DPR RI and BAPETEN in ensuring that nuclear energy utilization in Indonesia is safe, secure, and beneficial for the public. He emphasized that BAPETEN, as a non-ministerial government institution, holds an important mandate under Law No. 10 of 1997, as amended by Law No. 11 of 2020 on Job Creation, to carry out nuclear supervision through regulations, licensing, and inspections.
“Through proper oversight, we are not only prevent potential misuse but also strengthen national energy resilience and protect the public from possible risks,” he said.
Furthermore, Donny stressed that the public needs to understand nuclear energy objectively—not only in terms of risks but also its benefits for national development. He highlighted that nuclear energy is part of the new and renewable energy (NRE) sector, which is carbon-free and has the potential to address the energy crisis and air pollution caused by reliance on coal. Donny expressed hope that this activity could serve as an effective outreach platform to enhance public understanding of nuclear energy, particularly in the context of Risk-Based Business Licensing as regulated under Government Regulation No. 28 of 2025.
“The public must be well-informed and understand the direction of government policy. Through this outreach, I hope participants can act as conduits in delivering accurate information about nuclear energy to the wider community,” he concluded.
The Nuclear Energy Utilization Supervision activity, attended by 150 members of the public in Garut, West Java, continued with a presentation on “BAPETEN Nuclear Supervision Outreach” by BAPETEN’s Director of Regulation and Supervision of Nuclear Installations and Materials (DP2IBN), Nur Syamsi Syam. In her presentation, she explained that the supervision of nuclear energy utilization in Indonesia is carried out through three main pillars: regulations, licensing, and inspections, all based on the principles of safety, security, and safeguards. She emphasized that although nuclear energy provides significant benefits in health, industry, agriculture, and energy, strict oversight is essential to ensure the safety of workers, the public, and environmental protection.
“BAPETEN continues to strengthen the oversight system through the implementation of Government Regulation No. 28 of 2025 on Risk-Based Business Licensing, which classifies the nuclear sector as high-risk. Through a risk-based licensing approach and an integrated inspection mechanism, BAPETEN ensures that all nuclear energy utilization activities in Indonesia are conducted safely, under control, and in accordance with international standards,” she explained.
The presentation continued with “Risk-Based Business Licensing in the Nuclear Sector” by BAPETEN Radiation Inspector Farid Noor Jusuf, who explained that nuclear energy offers significant benefits in various sectors such as health, industry, agriculture, and energy, but also carries potential risks that must be strictly monitored. Therefore, BAPETEN carries out its oversight function through regulations, licensing, and inspections to ensure that all nuclear energy utilization activities are conducted safely, securely, and in accordance with legal provisions.
“Nuclear supervision is now strengthened through the implementation of Government Regulation No. 28 of 2025 on Risk-Based Business Licensing, which classifies the nuclear sector as high-risk. Through a risk-based licensing system and inspections conducted both online and in the field, BAPETEN ensures that all nuclear energy utilization in Indonesia remains controlled, protects the public, and supports sustainable national development,” she explained.
The event then continued with an interactive Q&A session between participants and the speakers, moderated by BAPETEN Radiation Inspector Dedi Hermawan. Participants actively asked questions regarding the safety of radiation sources, the risk-based business licensing system, and preparedness in nuclear emergency response.
Through this Nuclear Energy Utilization Supervision activity, BAPETEN hopes the public will gain a better understanding of the importance of nuclear supervision in ensuring the safety, security, peace of mind, health of workers and the public, as well as environmental protection.
