Junior Inspector Competency Test for Radiation Facilities and Radioactive Materials

A Junior Inspector (Inspektur Muda) Competency Test for Radiation Facilities and Radioactive Substances (FRZR) was conducted by BAPETEN's Directorate of Inspection of Radiation Facilities and Radioactive Materials (DIFRZR) on May 6-7, 2024. As the execution of the BAPETEN Regulation on the implementation of inspections in the supervision of nuclear energy utilization, one of the conditions to be appointed as a Junior Inspector of Nuclear Safety for the FRZR field is to pass a Junior Inspector Competency Test. The BAPETEN Senior Inspector served as a lead examiner for the eighteen intern inspectors that participated in this activity.

The Deputy Chairman for Licensing and Inspection, Zainal Arifin, gave a speech to kick off the event and issued instructions that inspectors in the field are the face of BAPETEN oversight and represent the organization. In order to pass this competency test, inspector personnel must demonstrate both strong technical skills and a positive attitude. This is because inspectors are evaluated by the community as well as the Inspection Management Unit. The written exam (essay) and interview processes are used to evaluate technical skills and attitude.

In addition, Zainal Arifin stated that as risk-based business licensing is currently in effect for nuclear energy supervision, BAPETEN needs to conduct inspections with strong risk-based planning and assign inspectors with suitable technical expertise and attitudes.

The Bill (RUU) on New Energy and Renewable Energy (EBET) is currently being discussed, which includes nuclear as one of the alternative energies that will be the legal basis for the construction of nuclear power plants (PLTN). The FRZR Inspector will later be involved in the implementation of supervision of PLTN, which will undoubtedly contain radiation facilities and the use of radioactive materials.

To sum up, Zainal Arifin gave the Competency Test participants some final advice. He told them to keep up their good work and never give up on learning new skills. He also reminded them that inspectors for BAPETEN need to have a professional, honest, and integrity attitude in order for the organization to produce berAKHLAK (service-oriented, accountable, competent, harmonious, loyal, adaptive, and collaborative) inspectors. (RCP/DIFRZR/GP/BHKK).
