Coordination Meeting on Program Submission and Nuclear Energy Monitoring Activities with BRIN and BATAN

BAPETEN held a coordination meeting for the Program Submission and Nuclear Energy Monitoring Activities with BRIN and BATAN on 13 August 2021, which was held virtually. For that, BAPETEN invited the Chairman of the National Research and Innovation Agency (BRIN) and the National Nuclear Energy Agency of Indonesia (BATAN), and their staff.

The meeting was opened and moderated by the Executive Secretary of BAPETEN Sugeng Sumbarjo. In his opening remarks, Sugeng conveyed that the purpose of this meeting was to coordinate and discuss several issues related to nuclear control, namely licensing and regulation issues regarding supervision and the Nuclear Energy Law.

The event began with a presentation by the Deputy Chairman for Licensing and Inspection (PI) of BAPETEN Zainal Arifin with the theme "Use of Nuclear Technology at BRIN". Zainal explained that currently BRIN is an agency that accommodates 4 institutions, namely BATAN, the Agency for the Assessment and Application of Technology (BPPT), the Indonesian Institute of Sciences (LIPI), and the National Institute of Aeronautics and Space (LAPAN), which has responsibilities and obligations that must be fulfilled related to the use of nuclear energy as stated in the applicable of laws and regulations, and BRIN is responsible nationally and internationally which was previously the responsibility of BATAN.

"There are some of permit holders for the use of nuclear power under the BRIN with categories, namely Operation of Nuclear Installations, Utilization of Nuclear Materials, Operation of Ionizing Radiation Source Facilities, Utilization of Ionizing Radiation Sources and Appointment of Nuclear Testing Institutions," he added.

The next presentation was delivered by the Deputy Chairman for Nuclear Safety Assessment (PKN) of BAPETEN Dahlia C. Sinaga with the theme "Nuclear Regulatory Framework". Dahlia explained the sequence of the Nuclear Law starting from Law No. 31/1964 concerning the Principles of Atomic Energy, Law No. 10/1997 concerning Nuclear Energy and the last with Law No. 11/2021 concerning Job Creation which several articles from Law No. 10/1997 which was revised, deleted, amended and adapted to the President's mandate which stated to support simplification of licensing.

"For the regulation of the Nuclear Law, it is quite comprehensive and has synergized with the Omnibus Law, there are several Government Regulations that have been implemented in licensing and inspection, namely for business licenses that issue PP No. 5/2021," he added.

After presentation, the event continued with a speech from the Chairman of BAPETEN Jazi Eko Istiyanto, who said "BATAN's organizational structure is very influential on safety, security, and safeguards. Therefore, not only look at the tools or installations, but also various things that surrounds, such as command lines. If there is an emergency, must move quickly and coordinated by the budget holder in order to be able to divert the budget freely and related strategic planning, which for example is the incident at BATAN Indah”.

The next direction was delivered by the Chairman of BATAN Anhar Riza Antariksawan, who said "The BATAN Indah incident had a tremendous impact for BATAN, but we hope that trust in Nuclear Science and Technology and Nuclear Human Resources in Indonesia will not decrease. Currently, BATAN is proposing to start the construction of the third waste storage area, next year. Hopefully, it can continue, which has been coordinated with BAPETEN”.

At the end of the event, there was a speech from the Chairman of BRIN Laksana Tri Handoko, who emphasized 2 (two) things in this meeting, namely the change in status due to the institutional transition process related to the permits that had been issued for various units and institutions under BRIN, and secondly regarding the revision of the Nuclear Law. To close the activity, a discussion session was held which was attended by all meeting participants from BAPETEN, BRIN, and BATAN. [BHKK/OR/IP/RA]
