BAPETEN Discusses Regulatory Framework for Floating Nuclear Power Plants Through Workshop
Kembali 29 April 2026 | Berita BAPETEN | 38 lihatIn an effort to enhance capacity and capability in nuclear power plant (NPP) oversight particularly floating NPPs BAPETEN, in collaboration with ROSATOM, held a workshop on the regulatory framework for floating nuclear power plants on April 29–30, 2026. The event was conducted in a hybrid format at the BAPETEN Auditorium and via Zoom Meeting. The workshop also aimed to build effective communication between national regulators (BAPETEN, Ministry of Marine Affairs and Fisheries, Ministry of Environment, and Ministry of Transportation) and NPP vendors as part of a shared commitment to advancing Indonesia’s nuclear energy program responsibly.
The event was attended by Acting Chairman of BAPETEN Zainal Arifin, Deputy Chairman for Nuclear Safety Assessment Haendra Subekti, representatives from ROSATOM including Anna Belokoneva, as well as representatives from the Ministry of Energy and Mineral Resources (ESDM), Ministry of Marine Affairs and Fisheries (KKP), National Research and Innovation Agency (BRIN), Ministry of Environment (KLH), and Ministry of Transportation (Kemenhub).
In his opening remarks, Zainal stated that the development of nuclear power plants including floating NPPs is part of Indonesia’s national development plan to support energy security and achieve the Net Zero Emissions target by 2060. He emphasized that Indonesia is open to adopting various NPP technologies, especially to serve coastal and remote areas.
He further highlighted the importance of strengthening a regulatory framework that is comprehensive, adaptive, and aligned with international standards to ensure safety, security, and safeguards in NPP development. He noted that floating NPPs present both opportunities and responsibilities, requiring a multisectoral regulatory approach and strong international collaboration, including with ROSATOM.
The workshop continued with presentations on Indonesia’s NPP regulatory framework by the Director of Regulation of Nuclear Installation and Materials, Nur Syamsi Syam. Additional topics included cooperation schemes for floating NPP projects, floating power unit (FPU) safety concepts, onshore hydrotechnical structures, and regulatory aspects and challenges in developing floating NPPs in Indonesia, presented by ROSATOM representatives.
Through this workshop, it is expected that a shared understanding and stronger synergy among stakeholders can be established in the development of floating nuclear power plants in Indonesia. The activity also serves as an important step toward strengthening a comprehensive regulatory framework aligned with international standards to support the safe, secure, and sustainable use of nuclear energy for national energy resilience.
