The BAPETEN delegation was led by the Deputy Chairman for Licensing and Inspection, Zainal Arifin. The delegation members included the Director of Licensing of Radiation Facilities and Radioactive Sources; the Head of the Legal Affairs, Cooperation, and Public Communication Bureau; the Activity Manager of the Non-Power Reactor Assessment Functional Group; and the Activity Manager of the Cooperation Functional Group.

In his opening address at the 69th General Conference, the IAEA Director General emphasized that the conference was taking place amidst a challenging global situation characterized by escalating military conflicts, the threat of terrorism, and the erosion of nuclear non-proliferation norms. He reaffirmed the IAEA's mandate, which ranges from preventing nuclear weapons proliferation to harnessing nuclear science and technology for food, energy, and health. The Director General highlighted significant developments regarding safeguards implementation in Iran and Syria, safety risks at nuclear facilities in Ukraine, and the monitoring of treated water discharge from Fukushima. He also underscored the role of nuclear energy in energy security and climate action, including opportunities for developing Small Modular Reactors (SMRs) and fusion energy, as well as financing support for developing nations. Initiatives such as "Rays of Hope" (cancer control), "Atoms4Food" (food security), "NUTEC Plastics" (plastic pollution), and "ZODIAC" (zoonotic disease preparedness) demonstrate the IAEA's tangible contributions. The IAEA Director General concluded by urging member states to renew their support for the non-proliferation regime, collaborate in addressing global challenges, and harness nuclear technology for peace, security, and the well-being of humanity.

In addition to attending the plenary session, the BAPETEN delegation will hold a series of bilateral meetings with nuclear regulatory authorities from various countries and international organizations, including Australia’s ARPANSA and ASNO, Canada’s CNSC, Saudi Arabia’s NRRC, Singapore’s NEA, Pakistan’s PAEC, and the US Department of Energy (NNSA and the Office of Nuclear Energy), as well as Interpol, and meet with the IAEA Deputy Director General for Technical Cooperation.

These bilateral meetings will focus on strengthening technical cooperation and exchanging experiences regarding nuclear and radiation safety, nuclear security, the oversight of nuclear and radiation facilities, nuclear emergency preparedness and response, and human resource capacity building.

BAPETEN’s participation in the 69th IAEA General Conference underscores Indonesia’s active role in international nuclear diplomacy while strengthening global cooperation networks to support the safe, secure, and peaceful use of nuclear energy and technology for sustainable development.
