BAPETEN Courtesy Call with IAEA Inspectors

As Indonesia's commitment to the safeguards agreement on the use of nuclear materials, Indonesia, represented by the Nuclear Energy Regulatory Agency (BAPETEN), welcomed a team of International Atomic Energy Agency (IAEA) inspectors to the BAPETEN office on Friday, June 20, 2025, for the annual Safeguards Annual Review Meeting between BAPETEN and the IAEA.

At this event, Acting Chairman of BAPETEN, Sugeng Sumbarjo, was accompanied by Deputy Chairman for Licensing and Inspection Zainal Arifin, Deputy Chairman for Nuclear Safety Assessment Haendra Subekti, Director of Inspection of Nuclear Installation and Materials (DIIBN) Lukman Hakim, and the relevant team. The Acting Chairman of BAPETEN opened the meeting by expressing his appreciation for the arrival of the IAEA inspector team, including Christophe Creusot, Senior Inspector SGOA2 (Safeguard Operation Section A2); as well as Denis Caron and Regine Scholer, Country Officers for Regine, who had previously conducted a Physical Inventory Verification (PIV) inspection on June 16-19, 2025.

In his remarks, Sugeng stated that based on the draft National Energy Policy (KEN) and the Electricity Supply Business Plan (RUPTL), Indonesia plans to operate a nuclear power plant (NPP) between 2030 and 2040. Within this timeframe, the most likely NPPs to be built are small modular reactors (SMRs) and floating nuclear power plants. "There are three options for nuclear power plant development: domestic development, foreign procurement, or leasing micro/floating nuclear power plants with design and construction in the country of origin," Sugeng explained.

Furthermore, the discussion highlighted several points, including the government's desire to reaffirm Indonesia's commitment to the Safeguards Agreement. This commitment to the safeguards agreement is manifested by the regular and timely reporting of nuclear material and the declaration of additional protocols to the IAEA. Indonesia submitted the declaration to the IAEA on May 15, 2025. Furthermore, this commitment is also demonstrated by Indonesia's active involvement in promoting safeguards, including through the Asia Pacific Safeguards Network (APSN) forum, which serves as a forum for exchanging information and experiences among Asia Pacific countries in implementing safeguards. As a facilitator, Indonesia encourages and disseminates information about safeguards by design to APSN member states planning to build nuclear power plants.

The meeting's agenda, following the visit from the IAEA inspector, continued with discussions and consultations at the Safeguards Annual Review Meeting. [BHKK/GP]
