BAPETEN Benchmarks Canada’s Nuclear Ecosystem in Preparation for Indonesia’s First Nuclear Power Plant

The Nuclear Energy Regulatory Agency (BAPETEN) conducted a benchmarking exercise of the nuclear ecosystem by participating in the "Nuclear Mission Canada 2025" event held in Toronto and Saskatoon, Canada, from November 23 to 28, 2025. The event aimed to strengthen national capacity in nuclear technology development and oversight, particularly in preparation for the construction of Indonesia's first Nuclear Power Plant (NPP).
Zainal Arifin, Acting Chairman of BAPETEN, attended the event in person as the head of the delegation. Other members of the BAPETEN delegation included Wiryono, Director of Licensing for Nuclear Installations and Materials (DPIBN); Sri Budi Utami, Principal Radiation Inspector; Rizal Palapa, Head of the Nuclear Installation Inspection Functional Group; and Arifin Muhammad Susanto, Senior Radiation Inspector (Nuclear Reactor Licensing). The initiative involved collaboration with various parties, including the Directorate General of Economic Relations and Development Cooperation of the Ministry of Foreign Affairs, the Government of Canada, and other nuclear industry stakeholders in Canada.
Through this benchmarking activity, BAPETEN secured several strategic opportunities: strengthening technical and regulatory collaboration with Canada; gaining insights from Canada’s experience in building a nuclear ecosystem; enhancing national readiness for nuclear energy utilization; and strengthening inter-agency collaboration.
The event included a courtesy call with the Consulate General of the Republic of Indonesia in Toronto and visits to key nuclear facilities in Canada, specifically a rare earth element processing facility and the Saskatchewan Nuclear Research Institute.
During these visits, the Government of Canada and the Province of Saskatchewan demonstrated their readiness to provide technical support, share regulatory experience, and explore concrete cooperation with Indonesia regarding the construction and operation of nuclear power plants.
Zainal Arifin concluded the visit by stating, "We hope this cooperation will strengthen Indonesia's efforts in the clean energy transition and ensure that the construction and operation of Indonesia's first nuclear power plant are carried out according to the highest safety standards. " Nuclear Mission Canada 2025 also reaffirms the commitment of BAPETEN and Indonesia to a low-carbon energy transition through the use of safe, modern, and competitive nuclear technology.
