BAPETEN Attends the Signing of Joint SOPs on the Supervision and Handling of Radioactively Contaminated Import/Export Containers at Tanjung Priok Port

BAPETEN attended the signing ceremony of a joint agreement on the Standard Operating Procedures (SOPs) for the supervision and handling of import and export containers contaminated with radioactive materials based on Radiation Portal Monitor (RPM) readings at Tanjung Priok Port. The event was held on 23 December 2025 at the Office of the Coordinating Ministry for Food Affairs.

The event was attended by the Deputy Chairman for Nuclear Safety Assessment (PKN) of BAPETEN Haendra Subekti, in his capacity as Head of Regulatory Division III of the Task Force for Handling Radiation Hazard Vulnerabilities Related to Cesium-137 Radionuclides and Public Health Risks. The event was also attended by the Director of Technical Support and Nuclear Emergency Preparedness (DKKN), Yudi Pramono; the Director of Regulation of Nuclear Installations and Materials (DP2IBN), Nur Syamsi Syam; and the Director of Regulation of Radiation Facilities and Radioactive Materials (DP2FRZR), Mukhlisin.

The event commenced with opening remarks delivered by the Expert Staff for Digital Transformation and Inter Institutional Relations, who also serves as Head of the Diplomacy and Communication Division of the Cesium-137 Handling Task Force, Bara Krishna Hasibuan. He expressed his appreciation to The National Research and Innovation Agency (BRIN), represented by the Head of the Nuclear Energy Research Organization (ORTN), Syaiful Bakhri, and to BAPETEN, represented by the Deputy Chairman for Nuclear Safety Assessment, Haendra Subekti, along with their respective teams, as well as to all parties for their cooperation and contributions to the development of the SOPs for the supervision and handling of contaminated import/export containers. Furthermore, he emphasized that the SOPs not only address the handling of containers entering Indonesia but also cover procedures for re-exporting containers to their countries of origin. “This measure is essentially anticipatory in nature. Nevertheless, we must remain well prepared should a similar incident occur,” he concluded.

The event then continued with remarks by Haendra Subekti, who stated that, as part of the task force responsible for regulatory affairs, the SOPs constitute a key instrument to be implemented at other ports in order to safeguard Indonesia’s sovereignty from radioactive contamination. He further explained that the joint decision represents an important milestone in enhancing the smooth flow of goods, improving port reputation, and strengthening protection and prevention against radioactive contamination. “Strict implementation of the SOPs ensures early detection, cross-system coordination, and a rapid response to alarm notifications,” Haendra noted.

The parties signing the joint agreement included representatives from government institutions and state-owned enterprises (SOEs), namely the Head of The Tanjung Priok Main Port Authority and Harbormaster Office; Head of The Tanjung Priok Type A Main Customs and Excise Office; Director of Technical Support and Nuclear Emergency Preparedness (DKKN) of BAPETEN; The Director of Business Process Efficiency of the National Single Window Institution (LNSW); The Director of Service, Data, and Partnership Management of LNSW; and The Executive General Manager for Regional II Tanjung Priok of PT Pelabuhan Indonesia (Persero).The terminal operator representatives included the President Director of PT Jakarta International Container Terminal (JICT); the General Manager of the Koja Container Terminal Joint Operation (KSO Terminal Petikemas Koja); the President Director of PT IPC Terminal Petikemas; the President Director of PT New Priok Container Terminal One; the President Director of PT Mustika Alam Lestari; and the President Director of PT Multi Terminal Indonesia.

Representing the signing participants, Head of the Tanjung Priok Type A Main Customs and Excisse Office, Sodikin, emphasized in his remarks the importance of strong inter-agency synergy to prevent the risk of similar contamination incidents. “We fully support the implementation of these SOPs to protect public health and to prevent economic impacts, particularly disruptions to exports and the sustainability of our economy,” Sodikin stated.

The event was concluded by Bara Krishna Hasibuan, who reaffirmed the objectives of the joint agreement. “We aim to ensure that all goods entering Indonesian territory are free from contamination. We must take firm measures in the national interest to safeguard the safety and health of the Indonesian people. Furthermore, with regard to the handling of cesium-137, significant progress has been made. The decontamination process is nearing completion, and export activities to the United States have resumed, both for shrimp products and spices,” Bara concluded. [BHKK/GP/HRUF]
