National Coordination Meeting for Monitoring and Management of Radioactive Waste in Indonesia

Monitoring of radioactive waste is an important aspect in the utilization of nuclear energy. Radioactive waste as a residual activity tends not to provide benefits, and has the potential to have a negative impact on the safety and health of workers, communities and the environment if not managed properly. BAPETEN's monitoring infrastructure for radioactive waste management is always updated in accordance with international standards and national needs. To that end, BAPETEN held a National Coordination Meeting (Rakornas) for Supervision and Management of Radioactive Waste in Indonesia.

This National Coordination Meeting was aims to create a roadmap for the supervision and management of radioactive waste in Indonesia, as well as increase awareness of the safety and security aspects of stakeholders who produce radioactive waste against the potential dangers of radioactive waste for workers, the community and the environment.

This event was opened by BAPETEN's Deputy Chairman for Nuclear Safety Assesment, Dahlia Cakrawati Sinaga. She said "The increasing use of nuclear power energy in Indonesia will have an impact on increasing the volume of radioactive waste produced. The resulting radioactive waste can be in the form of packaged radioactive substances, exposed radioactive substances, contaminated materials, and liquid waste.”

“Legislations from the statutory level to regulations at the ministerial and institutional level have regulated the safety of radioactive waste management, but in their implementation there are still obstacles, including: companies that go bankrupt so they cannot send radioactive substances back to their origin countries, limited shipping containers, shipping costs, transportation constraints to the country of origin, etc.”

"Through this National Coordination Meeting on waste, we hope that all parties are committed to solving problems related to radioactive waste which are summarized in the roadmap that will be discussed. As we all know that the resolution of the problem of radioactive waste is multi-institutional, so the role and commitment of all parties is very much needed.”

Although she added “The Indonesian delegation consisting of representatives from BRIN and BAPETEN will attend the 7th Review Meeting Join Convention on the Spent Fuel Management and on the Radioactive Waste Management in Austria on 27 June s.d. July 1, 2022. In the forum review meeting, we will convey the current status of the supervision and management of radioactive waste in Indonesia.”

A speech was also given by the Head of the National Research and Innovation Agency (BRIN) Laksana Tri Handoko, said "Radioactive waste is something very important in our country, because Indonesia is one of the countries that owns and also utilizes or uses nuclear facilities in various forms, including the reactor at Brin, but also medical and industrial facilities.”

“Even though we know that the radioactive waste in this country is not that big, it makes the management of radioactive waste not a business. As far as I know, there is no business entity that is involved in radioactive waste management, so practically all of us in Brin are automatically managing the waste.”

“Together with BAPETEN, Brin is responsible for the management of this radioactive waste. Brin is currently planning very seriously to revitalize our nuclear facilities, and at the same time trying to get into the activities of developing a fourth generation nuclear power plant, automatically there is access related to waste so that waste management will also be our concern.”

The event was continued with presentations and discussions such as the “Recent Challenges for Supervision of Radioactive Waste Management in Indonesia” by the Head of the Center for the Regulatory Asessment of Radiation Facilities and Radioactive Materials (P2STPFRZR)-BAPETEN Taruniyati Handayani, and “The Role of Radioactive Waste Treatment Plants-BRIN in Facing Current Challenges of Radioactive Waste Management in Indonesia” by Plt. Director of DPFK-BRIN. On that occasion, parallel discussions were also held on radioactive waste in industrial facilities and nuclear installations and radioactive waste in health facilities.

The National Coordination Meeting held on June 15, 2022, was attended by 120 participants, including representatives from the Ministry of Environment and Forestry (KLHK), Ministry of Health (Kemenkes), Ministry of Transportation (Kemenhub), National Research and Innovation Agency (BRIN), KemenPPN/ Bappenas, National Transportation Safety Committee, Health Service in Local Government Tk. I, Cipto Mangunkusumo Hospital, Dharmais Cancer Hospital, Gatot Subroto Army Hospital, Siloam MRCCC Hospital, PT. INUKI, PT. Pratita Prama Nugraha, PT. Besindo, PT. Gama Mitra Lestari, PT. Radiant Utama Interinsco, Indonesian Medical Physics Association (AFISMI), Indonesian Nuclear Medicine Association (PKNI), Indonesian Radiation Protection Experts Association (APRI).
