Verification of the Application for an Operating License for a Category II Irradiator Facility Using an Ionizing Radiation Generator at PT EDS Manufacturing Indonesia, Tangerang Regency, Banten
Kembali 20 September 2025 | Berita BAPETEN | 7 lihatThe Nuclear Energy Regulatory Agency (BAPETEN), through the Directorate of Licensing of Radiation Facilities and Radioactive Materials (DPFRZR), conducted a verification of the application for an operating license for a Category II irradiator facility using an ionizing radiation generator at PT EDS Manufacturing Indonesia from September 18 to 20, 2025. PT EDS Manufacturing Indonesia utilizes the irradiator facility for the polymerization of automotive wire products used in four-wheeled vehicle electronic systems.
Polymerization is a process that utilizes ionizing radiation to generate free radicals within rubber molecules. These radicals subsequently trigger a polymerization reaction or crosslinking. This process enhances the rubber's mechanical properties, elasticity, heat resistance, and chemical resistance.
The verification process commenced with opening remarks by Grace Esterina, the Head of the Verification Team, who also presented an overview of the licensing requirements for Category II irradiator facilities using ionizing radiation generators. Attendees at the verification entry meeting included Ruslan Effendi, Deputy Factory Manager of PT EDS Manufacturing Indonesia, and relevant technical staff. The PT EDS Manufacturing Indonesia irradiator facility features technical specifications comprising an accelerator voltage of 1000 kV and a maximum beam current of 100 mA. During the field verification, the team adhered to BAPETEN Chairman Regulation Number 3 of 2021 on Business Activity Standards and Product Standards for Risk-Based Business Licensing in the Nuclear Sector, as well as BAPETEN Chairman Regulation Number 3 of 2020 on Radiation Safety in the Use of Irradiators for Irradiation, alongside technical documents submitted by the business operator via the Balis Online system.
On the first day of the process, the verification team examined a number of technical requirements. The inspection covered the completeness of documentation, including operating procedures, the radiation protection and safety program, and "as-built" drawings, comprising architectural and structural drawings as well as the handover record between the contractor and the facility owner. Additionally, the team examined documents regarding the safety assessment of the ionizing radiation source, the management system, the maintenance program, and the decommissioning program for the ionizing radiation source facility. The inspection concluded with a review of the commissioning implementation report, which included a comparison between the Factory Acceptance Test and Site Acceptance Test documentation.
On the second day, activities focused on technical measurements and testing. The team measured radiation leakage at 23 points based on the Factory Acceptance Test documentation and at 12 points in accordance with the Site Acceptance Test. Radiation safety system tests were also conducted based on the "Safety Program for Electron Beam Processing System" document, covering evaluations of the design concept, interlock system, warning lights, and audible alarms. Furthermore, the team measured radiation doses on automotive wire products using Fujifilm Cellulose Triacetate (CTA) film and a Fujifilm dosimeter reader and compared the manufacturer's commissioning dose data with real-time film dosimeter readings.
On the third day, the activities concluded with the formulation of assessment results regarding the application for a utilization license for a Category II irradiator facility using an ionizing radiation generator. Finally, an exit meeting was held between the management of PT EDS Manufacturing Indonesia and the BAPETEN verification team to present the evaluation results and necessary follow-up actions.
The verification process proceeded smoothly and resulted in several recommendations for PT EDS Manufacturing Indonesia regarding the fulfillment of licensing requirements. The BAPETEN verification team commended the preparedness and cooperation of PT EDS Manufacturing Indonesia in meeting the acceptance criteria for licensing, ensuring that the application process remained in compliance with applicable laws and regulations.
