Through a Bilateral Visit to Pakistan’s PNRA, BAPETEN Strengthens the Capacity of Nuclear Power Plant Regulatory Personnel

BAPETEN conducted an international technical visit to the Pakistan Nuclear Regulatory Authority (PNRA) on 29–30 December 2025. The visit aimed to strengthen the capacity of human resources that will be responsible for the regulatory oversight of Nuclear Power Plants (PLTN).

The visit was conducted shortly after President Prabowo Subianto of the Republic of Indonesia visited Pakistan to mark the 75th anniversary of diplomatic relations between Indonesia and Pakistan. This momentum further strengthened both countries commitment to expanding strategic cooperation, including cooperation in nuclear regulatory oversight.

The activity, entitled “BAPETEN Regulatory Capacity Building Visit to the Pakistan Nuclear Regulatory Authority (PNRA)” aimed to initiate discussions on the preparation of a Memorandum of Understanding (MoU) between BAPETEN and PNRA, while also exploring opportunities for cooperation in strengthening the capacity of nuclear power plant (PLTN) regulatory personnel. The BAPETEN delegation was led by the Deputy Chairman for Nuclear Safety Assessment, Haendra Subekti, and was accompanied by Tino Sawaldi Adi Nugroho as Senior Radiation Officer, as well as representatives from the Indonesian Embassy in Islamabad. The delegation was officially received by the PNRA leadership, headed by PNRA Chairman Faizan Mansoor, along with Executive Member Zia Hussain Shah, Corporate Member Mohammad Qayyum, and several Directors General and Directors of PNRA. During the technical meeting, BAPETEN presented its policies and development direction for nuclear power plants in Indonesia, including the capacity needs of nuclear power plants regulatory personnel. Meanwhile, PNRA shared its experience in regulating nuclear power plants in Pakistan, covering licensing, inspection, enforcement, and technical safety assessment.

In addition to the discussions, the BAPETEN delegation conducted site visits to several strategic PNRA facilities, including the National Nuclear Emergency Coordination Center, a nuclear power plant simulator, physical protection laboratories, environmental monitoring and dosimetry laboratories, as well as a mobile radiation monitoring laboratory. The visits provided insights into Pakistan’s technical preparedness and regulatory infrastructure in nuclear energy oversight, while also strengthening technical collaboration, supporting the enhancement of BAPETEN’s human resource capacity, and laying the foundation for long term cooperation. The strategic significance of the visit was also conveyed to the Ambassador of the Republic of Indonesia to Pakistan, Lieutenant General (Ret.) Chandra Warsenanto Sukotjo, as part of the Indonesian Embassy in Islamabad’s support for promoting sustainable bilateral cooperation. (Tino/P2STPIBN/CN/HRUF/BHKK)
