The Impact of the Omnibus Law Bill on the Future of Nuclear Energy

BAPETEN was present in an online discussion initiated by the National Nuclear Youth Community (KOMMUN) of South Tangerang District entitled "The Future of Nuclear Energy Upon the Present of the Omnibus Law Bill", which was held on Friday, 15 May 2020 at 20.00 - 22.00 WIB through Google Meet and followed by around 100 participants from various circles who were interested in the nuclear issue.

Two speakers were invited to discuss this issue, namely DR. H. Kurtubi, SE., M.Sp., M.Sc who is an energy expert and former Member of the Indonesian Parliament and Dahlia Cakrawati Sinaga, MT who currently serves as the Director of the Regulation of Supervision of Nuclear Installation and Material Control of BAPETEN.

In his presentation, Kurtubi highlighted, among others, the Law on Mineral and Coal which contained no clause stating that if a mining contract had expired, mineral reserves in the bowels of the earth would remain the property of the state which proved to have very high economic value. Furthermore, Kurtubi supported the construction of nuclear power plants in Indonesia. With the replacement of Law Number 10 of 1997 concerning Nuclear Energy is an opportunity to build a nuclear power plant, and it is hoped that Indonesia will become a developed country in 2045, so that economic growth must be encouraged as much as possible. For this to happen, it needs to be supported by nuclear-based energy which is proven to be safe and inexpensive.

On this occasion, Dahlia C Sinaga explained the impact of the Work Copyright Bill on Nuclear Regulations. Dahlia said that the nuclear sector which is part of the licensing cluster seek to open opportunities to cunduct business in the nuclear sector broadly, including mining of nuclear excavation materials, operating nuvlear installations, usage of ionizing radiation sources, nuclear research, and supporting activities. This is in line with the spirit of the Work Copyright Bill to foster and encourage the business climate in Indonesia.

Particiapants were very enthusiastic in this virtual discussion program, as evidenced many questions raised for two speakers. The question, among others, asks why nuclear power is the last choice of renewable energy in the national energy general plan (RUEN). Also the question of the role in managing raw materials independently to be managed into energy. Due to limited time, the discussion ended at 22:00 WIB. [DP2IBN/Romi/BHKK/Bsb/]
