The Development of Laws and Regulations in the Subject of Radiation Facilities and Radioactive Materials with Non-Destructive Testing Stakeholders

The Nuclear Energy Regulatory Agency (BAPETEN), through the Directorate of Regulation of Radiation Facilities and Radioactive Materials (DP2FRZR), again held a Development of Laws and Regulations in the Field of Radiation Facilities and Radioactive Materials with stakeholders on June 27, 2024, online, especially for users of industrial radiography equipment or non-destructive testing. This activity is one of the important processes after the laws and regulations are issued. This activity's goal is to raise the understanding of the nuclear energy regulations pertaining to radiation facilities and radioactive materials so that stakeholders can better comprehend and abide by them, ultimately ensuring safety and security when using nuclear energy.

The event began with a report on the preparation for the implementation of the activity delivered by the coordinator of the Radiation Protection and Environmental Safety Function Group, Aris Sanyoto. In his report, it was stated that this activity was held by inviting 200 agencies to attend online, representing various institutions, namely users of industrial radiography equipment and other industrial fields, ministries/institutions and related agencies, professional associations, and academics. The coaching was held with 147 participants in attendance.

The activity was officially opened by the Director of DP2FRZR, Mukhlisin, who said that coaching on the laws and regulations that have been issued is one of BAPETEN's tasks to improve compliance with standards and regulations and improve protection for workers, the community, and the environment. On this occasion, BAPETEN socialized Government Regulation No. 45 of 2023, which was stipulated by the President of the Republic of Indonesia on September 25, 2023, as well as regulations related to risk-based business licensing and regulations related to safety in the use of industrial radiography equipment or non-destructive testing.

"Hopefully, this coaching activity, especially for industrial radiography, will bring benefits and positive impacts to improve user understanding, improve compliance, safety, and security, increase national competitiveness, and anticipate incident management," Mukhlisin believed.

A presentation by Mukhlisin on PP Number 5 of 2021 on the Implementation of Risk-Based Business Licensing, with a focus on the Nuclear Energy Sector (existing and updated), will be the primary event. BAPETEN Regulation No. 3 of 2021, the draft Nuclear Energy Law, and regulations pertaining to industrial radiography cameras were also presented.

The next presentation was delivered by the Coordinator of the Health, Industry, and Research Regulatory Function Group, Soegeng Rahadhy, regarding PP Number 45 of 2023 on Radiation Safety and Security of Radioactive Materials, followed by a presentation on BAPETEN Regulations regarding radiation safety in the use of industrial radiography equipment or non-destructive testing delivered by the Coordinator of the Radiation Protection and Environmental Safety Regulatory Function Group, Aris Sanyoto.

In the discussion session, the participants were enthusiastic in providing questions, responses, and input on BAPETEN policies and regulations related to the use of industrial radiography equipment or non-destructive testing. In general, participants wanted further explanation regarding incentives and social security for radiation workers, radioactive waste and ionizing radiation generators, provisions for Radiation Protection Officer (PPR) duplication with AR/OR, OSS licensing, and financial guarantees.
