KLHS Working Group Meeting for NPP Development Policies, Plans, and Programs

The Nuclear Energy Regulatory Agency (BAPETEN) organized the first of three coordination meetings (rakor) of the Working Group (kelompok kerja/ pokja) for the preparation of the Strategic Environmental Assessment (SEA/ Kajian Lingkungan Hidup Strategis or KLHS) for the Policies, Plans, and/or Programs (KRP) related to the development of Nuclear Power Plants (NPPs). The meeting was conducted in a hybrid format (both offline and online) on Tuesday, September 30, 2025.

The KLHS Working Group (Kelompok Kerja Penyusun Kajian Lingkungan Hidup Strategis) is a team established to prepare the Strategic Environmental Assessment (KLHS), which is a strategic study aimed at ensuring that the principles of sustainable development are integrated into nuclear power plant NPP development. The coordination meeting of this Working Group represents an important stage in the preparation of the KLHS for the NPP Development Master Plan, involving various ministries, agencies, and relevant stakeholders. The KLHS is prepared to ensure that NPP development policies take into account environmental, spatial planning, and sustainability aspects. The functions and duties of the KLHS Working Group include identifying and analysing impacts, preparing the terms of reference, collecting data, formulating recommendations, and ensuring the quality and proper documentation of the assessment.

The event was opened by Deputy Chairman of BAPETEN for Nuclear Safety Assessment, Haendra Subekti, in his capacity as Chair of the KLHS Working Group. In his remarks, he emphasised the need for public consultation that incorporates community aspirations and regional policies, and expressed his expectation that the KLHS will support environmental sustainability while ensuring the safety and security of NPPs.

In his address, Acting Chairman of BAPETEN, Zainal Arifin, highlighted the importance of regulatory harmonisation among ministries in NPP development, as well as the timely completion of the KLHS in accordance with the 2025 budget targets.

The meeting was attended by 50 participants, including representatives from the Ministry of Energy and Mineral Resources (ESDM), the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), the Ministry of Marine Affairs and Fisheries (KKP), the Ministry of Trade, the Ministry of National Development Planning (PPN/Bappenas), the Geospatial Information Agency (BIG), the National Research and Innovation Agency (BRIN), BAPETEN, the Provincial Governments of Bangka Belitung Islands, West Kalimantan, and Lampung, as well as Gadjah Mada University.

Taruniyati Handayani, Head of the Centre for Regulatory Assessment of Nuclear Installation and Materials (P2STPIBN), served as moderator for the presentations delivered by the speakers, with the following topics:

  • The 2025–2034 Electricity Supply Business Plan and the directives for the location of the first NPP, presented by Andriah Feby Misna, Director of New and Renewable Energy, Ministry of Energy and Mineral Resources;
  • Support for data and information on NPP site survey activities in Bangka Belitung and West Kalimantan, presented by Syaiful Bahri, Head of Research Organization for Nuclear Energy (ORTN), BRIN;
  • Processes of hearings, assistance, and validation of KLHS documents, delivered by Krisna Kumar, Ministry of Environment;
  • Support for mapping needs and NPP site criteria, presented by Iman Sadesmesli, Directorate of Thematic Mapping, BIG;
  • Plans for field data collection and public consultation in Bangka Belitung and West Kalimantan, presented by Langgeng from the Faculty of Geography, Gadjah Mada University ;
  • Draft Government Regulation on National Spatial Planning (RTRWN) and criteria for NPP locations, presented by Mardiawan, Ministry of ATR/BPN.

Through this Working Group coordination meeting, BAPETEN reaffirms its commitment to ensuring that the development of NPPs in Indonesia proceeds in accordance with the principles of safety, security, and environmental protection.
