Series of IAEA Expert Mission Review of Regulations on NORM Residue and Uranium Mining Activities

The series of activities of the International Atomic Energy Agency (IAEA) Expert Mission Review of Regulations on Naturally Occurring Radioactive Materials (NORM) Residue and Uranium Mining in Jakarta took place from 10 to 14 February 2025. As previously stated by the IAEA team, namely Zhiwen Fan, Wahab Yusof and Keith Baldry, the aim of this activity was to discuss NORM management regulations and uranium mining in Indonesia. For the Nuclear Energy Regulatory Agency (BAPETEN), the presence of the IAEA Expert Team helps in discussions for input and recommendations in the draft regulations for new Naturally Occurring Radioactive Materials and Radioactive Minerals in the future.

On the second day, 11 February 2025, this series of activities was continued with a presentation regarding understanding the challenges of NORM regulations in Indonesia as well as the draft regulations regarding NORM management by Vatimah Zahrawati, radiation supervisor at the Directorate of Regulation of Radiation Facilities and Radioactive Materials (DP2FRZR). In her presentation, Vatimah said, "Until now, BAPETEN is still enforcing BAPETEN's Chairman Regulation Number 9 of 2009 on Intervention on Exposure to Naturally Occurring Radioactive Materials, and BAPETEN's Chairman Regulation Number 16 of 2013 on Storage of Naturally Occurring Radioactive Materials is still in effect until the end of the term. This draft regulation is based on the provisions of Article 55 of Government Regulation Number 52 of 2022 on Safety and Mining Safety for Nuclear Minerals, which requires a regulatory mandate regarding the implementation of safety and security in the processing and storage of minerals related to NORM."

The following day, as scheduled, on the third day, 12 February 2025, a discussion was held regarding the Draft Regulations on Radioactive Uranium Mineral Minerals by Asystasia S. Cindananti, the first radiation supervisor with the theme of discussing the Draft Regulations regarding Radioactive Minerals. In her presentation, Asystasia conveyed "The commitment from the meeting during the drafting of the BGNS Safety and Security Draft PP (PP 52/22) between BAPETEN, the Ministry of Energy and Mineral Resources (ESDM), and the National Research and Innovation Agency (BRIN), was that the regulations for mining were equated with mines in general (conventional mining safety) in the Ministry of Energy and Mineral Resources. The technical regulations that apply to the safety and security of radioactive mineral mining are the BAPETEN Regulations."

"This draft regulation relating to radioactive minerals is different from the draft NORM regulation because it has just been drafted, but is in the same article, namely Article 55 of Government Regulation Number 52 of 2022 on Safety and Security of Mining of Nuclear Minerals," she added. Followed by a discussion on regulatory approaches in uranium (radioactive mineral) mining.

Discussions on specific issues regarding NORM management and uranium mining continued until day 4. On the last day, recommendations and follow-up actions were presented to improve the quality of BAPETEN regulations and the need to streamline regulations, but these remained in accordance with international regulatory standards in the management of NORM and uranium mining in Indonesia.
