Radiotherapy Permit Verification at Jayapura Regional Hospital

The Nuclear Energy Regulatory Agency (BAPETEN), through the Directorate of Licensing of Radiation Facilities and Radioactive Materials, conducted a radiotherapy facility verification activity at Jayapura Regional Hospital (RSUD Jayapura), Jayapura City, Papua Province, from July 22 to 25, 2025. The Radiotherapy Facility Verification activity aimed to ensure the availability of bunkers for external beam linear accelerator (LINAC) therapy and brachytherapy, ensuring the safety of workers, patients, the public, and the environment. The Verification Team ensured that the design met safety standards through calculations of the radiation-resistant structure as well as main and supporting equipment, human-resource competency, and operating procedures for radiotherapy operations using both LINAC and brachytherapy. These procedures met radiation safety and source security requirements.

The inspection team, led by Roy Candra Primarsa, the Lead of the BAPETEN Health Facility Licensing Function Group of DPFRZR, and team members, conducted verification of the radiotherapy facility using the following modalities: an Elekta Synergy Platform LINAC and an Elekta Flexisource Co-60 brachytherapy unit.

The on-site inspection included document and technical review to determine the suitability of the facility design and the adequacy of the radiation shielding thickness of the radiotherapy bunker, ensure the performance of the main and supporting equipment, conduct radiation exposure measurements and dosimetry tests, ensure patient flow and personnel capability in operating the LINAC and brachytherapy unit according to standards; inspect radioactive source protection and security equipment; and ensure the performance of the radioactive source security system.

Based on the results of the radiotherapy operating permit verification, the hospital committed to addressing the findings submitted by the BAPETEN team within a specified timeframe. The smooth verification process was supported by the hospital's participation and positive feedback from the beginning to the end. Any shortcomings were considered as input and technical suggestions for ensuring compliance with radiation safety regulations and applicable safety standards.

With the high number of cancer patients at Jayapura Regional Hospital, the issuance of a radiotherapy operating permit is expected to provide more comprehensive services to the community, particularly in eastern Indonesia and the six provinces in Papua. Jayapura Regional Hospital is the highest referral hospital in Papua, where cancer patients have previously been referred outside Papua for radiotherapy services.
