Public Consultation, Drafting the Bapeten’s Regulation on NSPK Standard For Nuclear Energy Sector
Kembali 23 Maret 2021 | Berita BAPETENPublic Consultation of drafting the Bapeten’s Regulation (Raperba) on Norms, Standards, Procedures and Criteria (NSPK) of the nuclear energy sector, Directorate of Nuclear Installation and Materials Regulation (DP2IBN) held a online Public Consultation from Jakarta (23/03/2021).
Public Consultation is one part of the series of regulatory drafting process intended to obtain input from stakeholders.
The event was opened by Deputy Chairman For Nuclear Safety Assessment (PKN) Dahlia Cakrawati Sinaga. Dahlia conveyed "This Raperba contains norms and criteria for licensing seeks as the implementation of article 59 Goverment Regulation (PP) no 5 year 2021 on the Implementation of Risk-based Business Licensing and article 17 of Law 10 that incorporated into the Omnibuslaw that aims to ease efforts, investment and regulations related to licensing and supervision of business that are integrated with Online Single Submission (OSS)".
Furthermore, that nuclear activities related to safety, Bapeten underpinning formulates all business licenses related to NIB-shaped nuclear ancestral and permits. Then in the implementation in the field using a system that facilitates and integrated into the OSS. Because Raperba is specifically related to the business license that has been proclaimed by the President, Raperba must also get approval from the President, she added.
The event was continued with the presentation of "Exposure to Omnibus Law and Goverment Regulation Licensing Of Risk-Based Business" by the Director of DP2IBN, Haendra Subekti. Some of the focus are PP no. 24 year 2018 Electronically Integrated Business Licensing Service revoked and PUU on Business Licensing Services remains valid as long as it is not contradictory. Then the implementation regulation of this PP must be determined no later than 2 (two) months since this PP was enacted. Lastly, the implementation of risk-based licensing through the OSS system came into effect 4 (four) months since this PP was enacted.
The event was attended by 24 participants of nuclear mining representatives, 6 Ministries/Institutions and 5 Associations related to nuclear energy. From this activity, inputs from stakeholders will be followed up in the preparation of regulations.[BHKK/OR/RA]
