During the opening session on the first day, it was stated that the objective of this meeting was to review the national nuclear security system, specifically concerning nuclear materials and/or radioactive substances outside of regulatory control, covering nuclear security prevention, detection, and response systems, as well as to provide recommendations for strengthening the national nuclear security framework.
On the second day, January 22, 2025, the discussion focused on the framework for an effective response. It was emphasized that emergency response frameworks must be integrated with the national security system or other relevant emergency response systems. This ensures that the nuclear security response can be coordinated with all other aspects of emergency management, including conventional security and radiological emergency response, as required by the specific situation. This session served as a benchmark to assess whether BAPETEN’s performance is adequate and whether it has established effective systems to respond to nuclear security incidents. The session concluded with a discussion and a Q&A segment to determine which topics should be prioritized for further deliberation.
On the third day, January 23, 2025, as scheduled, the participants discussed the specific locations to be visited by the experts during the upcoming INSServ Mission.
On the final day, the INSServ Mission Team Leader, Khammar Mrabit, and the INSServ Nuclear Security Officer from the International Atomic Energy Agency (IAEA), Elena Paladi, led a review of the minutes covering all discussions held over the previous four days. This discussion covers the outputs and outcomes of the series of activities, including the modules presented and discussed, as well as the follow-up agenda for the implementation of the INSServ Mission in the third quarter of 2025.
In his closing remarks, the Deputy Chairman for Licensing and Inspection, Zainal Arifin, emphasized that safety is a critical aspect of the use of nuclear energy that requires careful attention, especially given that one of BAPETEN’s current activities involves site evaluation for the development of a Nuclear Power Plant (NPP). He also expressed his appreciation to the experts and all the institutions that participated in this series of activities. [BHKK/CD/GP/Translator: GP]
