On The Spot Licensing (OTSL) Cirebon, The First OTSL during the Covid-19 Pandemic
Kembali 06 Oktober 2020 | Berita BAPETENFor the first time during the Covid-19 pandemic, BAPETEN conducted On The Spot Licensing (OTSL) on 6-9 October, 2020 at Grage Hotel Cirebon. OTSL activities that invite permit applicants from West Java region is carried out by implementing strict health protocols and invited participants are required to show the results of non-reactive rapid tests.
This OTSL activity aims to improve consultation services and licensing of the utilization of Diagnostic and Interventional Radiology X-ray. Daily, the attended participants are 20 to 30 from Hospitals, Clinics, Private Doctor Practices and Importers.
The event is divided into 2 (two) stages, 6-7 October 2020 and 8-9 October 2020. It aims to limit the number of participants and keep a distance. In addition, invited participants are handed out face shields and masks that must be used during the event.
The opening and direction on Tuesday (06/10) by the Chairman of BAPETEN Jazi Eko Istiyanto who conveyed "Take advantage of OTSL to take care of permits. Actually with Balis, Permit Applicants do not need to meet with BAPETEN because Balis application can be opened on smartphones so that permit management becomes easier. Optimizing activities with limitations due to the pandemic by utilizing industry 4.0, where permit applicants do reporting independently without having to BAPETEN come to the facility through inspection activities. In the future with the support of advanced equipment, permit financing becomes cheaper, simply just paying Non-Tax State Revenue (PNBP) without any other costs, such as calibration costs of radiation measuring instruments. So that expensive permit costs are not charged to patients.”
The event was continued with a presentation by Deputy Licensing and Inspection Zainal Arifin related to the Policy of Supervision of Diagnostic and Interventional Radiology Facilities as well as health licensing materials by evaluator; among them are Criteria for Acceptance of Administrative and Technical Requirements, Integration of Online Balis Licensing BAPETEN-OSS, Implementation of Radiation Protection and Safety Program, Mechanism of Determination of Termination of Activities, Import Licensing Flow, Transfer and Production of Ionizing Radiation Sources, Balis Account Management and Operating Procedures. In the QnA session, lead directly by Mukhlisin as the coordinator of health facilities licensing.
In afternoon session, the event continued with one day service in the form of consultation and licensing services of X-ray Radiology Dagnostik and Interventional aircraft directly with licensing evaluators related to permit applications.
OTSL activity second phase on Thursday (08/10) slightly different because it was opened by Director of Licensing for Radiation Facilities and Radioactive Substances (RFRS) Ishak who explained "Along with the changes in Government Regulation No.29 in 2008, the permit will be changed in the near future, such as x-ray aircraft utilization permits to 5 years.
