Bilateral Meeting between BAPETEN and the Ministry of Energy and Mineral Resources on the National Policy and Strategy for Radioactive Waste and Spent Nuclear Fuel Management

The Nuclear Energy Regulatory Agency (BAPETEN), through the Directorate for Regulation of Radiation Facilities and Radioactive Materials (DP2FRZR), held a bilateral meeting with the Ministry of Energy and Mineral Resources (ESDM). The meeting took place at the Ministry of ESDM office on July 31, 2025. This meeting aimed to strengthen the safe and sustainable management of radioactive waste and spent nuclear fuel and was part of the preparation of the Draft Presidential Regulation (Perpres) on the National Policy and Strategy for Radioactive Waste and Spent Nuclear Fuel Management.
The meeting was opened by Mustaba Ari Suyoko, coordinator of the Ministry of ESDM's Various New and Renewable Energy Programs, who emphasized the ministry's strong commitment to supporting the development of nuclear technology in Indonesia. He stated that the formulation of this Presidential Regulation was a strategic step to support preparations for the construction of the country's first nuclear power plant (NPP or PLTN).
Mukhlisin, Director of DP2FRZR at BAPETEN, emphasized the importance of synergy between institutions, particularly between BAPETEN, the Ministry of ESDM, and the National Energy Council, in designing a long-term work program for radioactive waste and spent nuclear fuel management. He stated that radioactive waste management must be a shared responsibility involving various related sectors.
Meanwhile, Nur Syamsi Syam, Director of Regulation of Nuclear Installations and Materials (DP2IBN), provided a technical presentation regarding nuclear installation systems and the design plans for temporary and final storage facilities according to waste category. Safety protocols were also a key focus to ensure the readiness of nuclear technology to be implemented in Indonesia.
Anet Hayani, the person in charge of drafting the Presidential Regulation on National Strategic Planning (Jakstranas), outlined the strategic framework for waste management in four work program phases scheduled to run from 2026 to 2045. The program's main focuses include the development of waste management facilities, a circular economy, and the integration of national information systems.
The Ministry of ESDM also provided important input on human resource development, proposing the need for competency standards and a certification system for radioactive waste operators and managers. Furthermore, the challenges of legacy waste management, limited storage facilities, and public communication strategies were also highlighted in the discussion.
The bilateral meeting concluded with a strong commitment from all parties to strengthen synergy between ministries and institutions, resulting in comprehensive regulations for the safe management of radioactive waste and support for the advancement of national nuclear energy.
