BAPETEN Strengthens Commitment to Nuclear Safety and Security at the 12th ASEANTOM Annual Meeting
Kembali 15 Agustus 2025 | Berita BAPETEN | 27 lihatThe Nuclear Energy Regulatory Agency of Indonesia (BAPETEN) participated in the 12th ASEAN Network of Regulatory Bodies on Atomic Energy (ASEANTOM) Annual Meeting, held from 11 to 15 August 2025 in Johor Bahru, Malaysia. The meeting was attended by senior officials and heads of regulatory bodies from all ASEAN Member States, representatives from the ASEAN Secretariat (ASEC), ASEAN Dialogue Partners, and relevant international organizations, including the International Atomic Energy Agency (IAEA), the World Institute for Nuclear Security (WINS), among others.
The Indonesian delegation was led by Mr. Haendra Subekti, Deputy Chairman for Nuclear Safety Assessment, accompanied by Mr. Yudi Pramono, Director of Technical Support and Nuclear Emergency Preparedness, and Mr. Ishak, Head of the Bureau for Legal Affairs, Cooperation, and Public Communication. The delegation actively engaged in discussions across all agenda items concerning the strengthening of regional cooperation in radiation and nuclear safety, nuclear security, enhancement of radiological/nuclear detection and emergency response capabilities, as well as the exchange of information and best practices within the region.
Key outcomes of the meeting included:
1. Updates on regional cooperation with the IAEA, RCARO, EU, and JAEA, along with potential new collaborations with ROSATOM, US NRC, WINS, and PNRA.
2. Agreement to establish a new Technical Working Group (TWG) on Nuclear Safety and Governance.
3. Deliberations on the sustainability of the Regional Early Warning Radiation Monitoring Network (EWRMN) and the ASEAN Radiation Data Exchange Platform (ARDEP) beyond the completion of the ASEAN–EU project in April 2027, including proposals for national budget allocation and exploring external funding sources.
4. Support for Timor-Leste in establishing a national nuclear regulatory body and ensuring its effective participation in ASEANTOM.
5. Submission of three key documents to the ASEAN Senior Officials Meeting (SOM):
- ASEAN Procedure on Coordination of Public Communication during a Radiological or Nuclear Emergency
- ASEAN Regional Arrangement for Information Sharing on Transboundary Movement of Radioactive Material
- Practical Arrangement for Exchange of Radiation Data
6. Follow-up on the ASEAN–IAEA Practical Arrangements (2024–2029) through plans for an IAEA outreach event at the ASEAN Secretariat to further strengthen cooperation.
7. Updating the ASEANTOM Five-Year Work Plan (2024–2028) while maintaining the current timeframe.
8. Symbolic handover of the ASEANTOM Chairmanship from Malaysia to the Philippines, effective January 2026.
On the sidelines of the 12th ASEANTOM Annual Meeting, the delegation also held a bilateral meeting with the U.S. Nuclear Regulatory Commission (US NRC) to discuss ongoing cooperation and explore ways to further strengthen the partnership. The delegation likewise paid a courtesy call to the Consul General of the Republic of Indonesia in Johor Bahru, Mr. Sigit Suryantoro, as part of efforts to bolster institutional relations.
BAPETEN’s participation in this meeting reaffirms Indonesia’s commitment to actively contributing to the strengthening of the nuclear safety and security regime in the ASEAN region, while expanding strategic cooperation with international partners to achieve the shared goal of the safe, secure, and peaceful use of nuclear technology.
