Director of DP2IBN, Nur Syamsi Syam, expressed appreciation to the Ministry of Law for facilitating the harmonization process and conveyed hope that the discussion would produce implementable and effective provisions once the regulation is enacted. The discussion commenced with Article 56 and resulted in several strategic agreements, including strengthened coordination between the central and regional governments, particularly through the affirmation of local governments’ role in delivering educational information to the public to reinforce preventive measures in emergency situations; agreement on the use of the term “citizens” to encompass all affected persons without distinction based on domicile status and adjustments to the use of the term “mandatory” to ensure consistency with legislative drafting norms, including the imposition of administrative sanctions.

In addition, the meeting agreed on several editorial and substantive refinements, including the removal of provisions that are no longer relevant and the enhancement of regulatory provisions concerning the dissemination of information to the public. The harmonization meeting series was officially concluded by Woro Wijayanti, representing the Ministry of Law, who expressed appreciation for the active participation of all attendees and emphasized that the discussion would continue at the next meeting. In the same spirit, Nur Syamsi Syam also conveyed gratitude for the constructive input provided by the participating ministries and agencies, emphasizing that this cross-sector harmonization process constitutes an important part of developing comprehensive and implementable regulations to strengthen Indonesia’s nuclear emergency preparedness and response system.
