Verification of Radiotherapy Licensing at RSUD Dr. Moewardi and RSUD Dr. (H.C.) Ir. Soekarno

The Nuclear Energy Regulatory Agency (BAPETEN), through its Directorate of Licensing for Radiation Facilities and Radioactive Materials (DPFRZR), recently conducted parallel inspections of radiotherapy facilities at RSUD Dr. Moewardi in Solo, Central Java, and RSUD Dr. (H.C.) Ir. Soekarno in Pangkal Pinang, Bangka Belitung. Held from September 10 to 13, 2024, these inspections were part of the process for granting operational licenses for radiotherapy services.

The main objective was to ensure that the radiotherapy bunkers used for External Beam Therapy (Linac) and Brachytherapy meet safety standards to protect workers, patients, the public, and the environment. The team assessed various aspects, including radiation shielding, key equipment, supporting systems, personnel qualifications, and operational procedures. Their goal was to confirm that both Linac and Brachytherapy treatments comply with radiation safety and security regulations.

Meanwhile, at RSUD Dr. (H.C.) Ir. Soekarno in Pangkal Pinang, the inspection was overseen by Iin Indartati, Coordinator of the Health Facility Licensing Function Group (DPFRZR), with team members Made Pramayuni, Sulistiyoningsih, and Toni Wahyu Pamungkas. Their assessment covered the hospitals radiotherapy setup, which includes a Varian Vitalbeam Linac and a Bebig Saginova HDR Afterloading System using a Co-60 source.

During the on-site inspection, the team reviewed technical documentation, evaluated the radiation shielding in the bunker, checked the performance of essential and supporting equipment, conducted radiation exposure measurements and dosimetry tests, and assessed patient flow to ensure both Linac and Brachytherapy treatments followed standard protocols. The inspection also covered the availability of protective gear, security measures for radioactive sources, and the overall safety system in place.

Following the assessment, both hospitals committed to addressing any issues identified by the BAPETEN team within the given timeframe. Hospital representatives welcomed the inspection as a constructive step toward strengthening radiation safety compliance in line with regulations and best practices.

As a Type A hospital and a designated Regional Referral Hospital, RSUD Dr. Moewardi is expected to expand its specialized services to accommodate the growing number of oncology patients. With cancer cases on the rise, the addition of a Linac machine is seen as a crucial step in improving access to quality treatment for communities in Central and East Java.

At RSUD Dr. (H.C.) Ir. Soekarno, hospital Director Ira Ajeng Astried welcomedBAPETENs follow-up verification visit, noting that an earlier inspection in February 2024 had already confirmed that the hospitals Linac system met the required standards.

The inspection for the Brachytherapy equipment has been completed today. There are still some documents we need to finalize, and well work on them as soon as possible to keep the process on track. Ensuring safety and security is our top priority,” said Ira.

Bangka Belitung Provincial Health Office Head Andri Nurtito also expressed his appreciation for the progress in obtaining radiotherapy licensing at RSUD Soekarno Babel.

Once its fully operational, patients wont have to travel outside the region for treatment—theyll be able to receive care close to home,” said Andri.
